Duties and Role:

Financial management of NISC Budget

  • Collects financial information (CAPEX and OPEX) from NISC Service Areas, then develops the expenditure plan for each
  • Ensures all funds related to NISC provision of services to customers (both external and internal) are provided to NISC in due course - Proactively recover those missing until resolved
  • Monitors the spending of the NISC funds in both CAPEX and OPEX areas, checking proposed expenditures against the plan prior to approving, and in particular advising on hiring of staff from a financial affordability perspective
  • Monitors the spending of budget funds (i.e. funds not related to services and/or projects) and alert management about potential overruns
  • Checks for overdue receipts and alert relevant NISC staff for their immediate action
  • Detects and interprets funding and expenditures variances and overruns and propose mitigation actions for NISC Management decision
  • Monitors and maintains financial records to agreed requirements for compliance and audit
  • Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting
  • Collates required financial data and reports for analysis and to facilitate decision-making

Financial Reporting

  • Prepares and maintains relevant NISC-specific expenditures control documents and dashboards
  • Monitors compliance with organizational standards for financial report writing
  • Upon request, obtains all required data from Project Managers (PM`s) and on that basis develops the QAFR and, after review by Line Management, submits to Finance
  • Contribute to the Agency mid-year review from a financial perspective

Managing Expenses and Finances

  • Evaluates differing expense management alternatives and makes recommendations
  • Facilitates proper documentation and compliance with established standards and regulations
  • Anticipates the relative positive and negative impact of each and every aspect of financial management
  • Utilizes a number of diverse expense management tools and methods

Internal Controls

  • Studies and evaluates the audit trails of various operational processes
  • Participates in the testing, review and analysis of existing internal controls
  • Applies new technology-based solutions to specific internal control processes
  • Completes, files and maintains forms used for internal control documentation
  • Makes recommendations for the enhancement of certain internal controls
Specific Working Conditions: Some Teleworking will be possible from Belgium

Requirements
Skill, Knowledge & Experience:

  • The candidate must have a currently active NATO SECRET security clearance
  • Bachelor’s degree or Higher Educational qualification in related discipline
  • Substantial experience with budget and financial management
  • Advanced Microsoft office experience and skills, particularly Excel, Word and PowerPoint
  • Strong experience in aggregation, consolidation, analysis, and reporting of financial data, based on Excel
  • Accuracy and attention to detail
  • Prior experience of working in a NATO Organisation would be an advantage
