About the team

We are a dynamic team responsible for providing advice on Compliance & Ethics (C&E) issues for the Euroclear group. Compliance & Ethics serves an integral part of the ‘Three Lines of Defence’, helping to protect the integrity and enhance the reputation of Euroclear in the market.

You will join the Compliance & Ethics Team on the position of Data Protection Officer.

Considering the positioning of Euroclear regarding its objectives related to innovation and technologic expansion, the role of DPO is key to Euroclear success.
As DPO for Euroclear SA (“ESA”) and also for the Group you will directly report to Head of Market Integrity, Data & Transversal Support, be a discussion partner within ESA and be part of the relevant working groups or committees dealing with Personal Data processing activities within the group. For instance, the DPO will be invited to participate regularly in relevant meetings of senior and middle management (e.g.: local executive committees, ESA GRC, local risk operating committees or equivalent...). The group DPO will be responsible for Providing group-wide reporting that will be presented by Senior Management to the relevant bodies (for example, ESA Management Committee, the group board and the Shareholder Office)

What you will do:
Divisional Accountabilities / Responsibilities:
  • Overall you supervise the compliancy with the rules concerning the processing of personal data, the protection of the privacy and the professional duty of confidentiality in all aspects of the company, including innovation;
  • Inform and advise the Euroclear Companies (including its employees) on the processing of Personal Data and of their obligations DP policies, GDPR and the local data protection laws;
  • Monitor compliance with DP policies, GDPR, and local data protection laws (e.g. assignment of responsibilities, awareness-raising and training of employees involved in processing operations, and the related audits); You perform a gap analysis and supervise that possible breaches and problems are handled upon pertinently;
  • Provide advice where requested as regard to the DPIA and monitor its performance;
  • Prioritize their activities and focus their efforts on issues that present higher data protection risks;
  • Be the lead contact for the Data Subjects; and
  • Act as the contact point for and cooperate with the Data Protection Authority on issues relating to processing (including e.g. (prior) consultation when required or appropriate);
  • You are responsible for the follow up and analysis of the regulation (and in particular the Data Protection law and the General Data Protection Regulation) and you take care of the required conversion into internal policies or procedures;
  • Besides that you overview that these instructions are complied with via the setting up of the required monitoring and drafting preventive and corrective measures where necessary. In this context you support the business and will be closely involved in projects for the development of new products or new activities. A close cooperation with business, Internal Audit, Legal, Risk Management is required;
  • Enhance the scope of skills/knowledge of the team with regard to innovation initiatives (Euroclear innovation companies);
  • As such you contribute to the success of the Euroclear strategy via participation in and constructive support of projects
At group level
  • On group level you supervise that the domain is sufficiently covered in the local entities and you provide the necessary support to the local Compliance Officers/DPOs.
  • You make sure that action plans are available everywhere and are also followed up.
  • You are responsible for drafting, communicating and keeping up to date of the Group DP policies and the roll out thereof to the local entities.
  • Special attention will be needed for the exchange of data within the diverse group entities and in particular between the daughter companies and the mother company.
  • You will coordinating the data protection assessment for all group projects and manage data breaches and data subject requests impacting several entities or the group,
  • Ensuring that the EU data protection legislation (as well as European guidelines) is interpreted in a consistent manner with regard to notions which might impact the group.
Team Accountabilities / Responsibilities:
  • Responsible for managing a team of experts in policy drafting, training and knowledge and development management.
  • Accountable to ensure that your team mission remains aligned with the service delivery plan agreed between Euroclear SA/NV and the entities.
  • Coordinator of DPOs community within the group
  • Day-to-day responsible for coaching and HR matters and for ensuring your staff have appropriate skills, experience and training to execute their missions.

Qualifications

Technical skills:
  • You are able to deliver high quality support consistent across jurisdictions at times, in an autonomous, timely, pragmatic, cost efficient and effective fashion, and to build a solid understanding of the business of the Euroclear Group
  • You have demonstrable experience in interpreting, advising on or monitoring compliance with GDPR and data protection regulation
  • Ideally you have experience in the financial services sector and knowledge of key financial regulations and market practices
  • You are fluent in English and ability to read regulatory texts in French or in Dutch is a plus
  • You have a feeling for Innovation in financial services
