The role:
The Financial Controller is accountable for the NCI Agency’s financial management and compliance with NATO financial regulations as well as the appropriate application of the Customer Funding Regulatory Framework that supports the provision of services and projects. The Financial Controller is responsible to both the General Manager and the Agency Supervisory Board (ASB) with respect to all financial management and compliance activities. The Financial Controller coordinates the Agency Corporate Planning process and ensures coherence of the NCI Agency Business Plan with the Financial Plan. The Financial Controller is accountable for maintaining and defining the system of internal controls covering financial systems, processes, policies and controls, and reporting. The NCI Agency’s business volume is in excess of 900M Euros.
The Financial Controller will be responsible for delivering the following capabilities:
- Subject Matter Expertise: Act as the General Manager’s principal financial advisor and be personally accountable for the correct application of funds approved for use by the NCI Agency and its supported programs. Provide the annual consolidated financial results through the publication of Financial Statements (based on International Public Sector Accounting Standards (IPSAS) as adapted by the NATO Accounting Framework (NAF)), and other statutory financial reports as required to provide transparency on the Agency’s activities. Provide advice on all matters of finance, including the safeguard and administration of appropriated and non-appropriated funds, the internal control over all financial activities, and the effective utilization of available assets and resources.
- Leadership: Support the Office of the General Manager and the Chief of Staff with the implementation of the NCI Agency Strategic Plan and the Agency’s strategic goals. Provide high level leadership and strategic direction to Finance staff. Promote sound management principles and share best practices and subject matter expertise across the Agency in all areas related to the financial management and financial internal control functions. Represent the NCI Agency, as required, in NCI Agency Governance Bodies, committees, meetings and conferences to promote NCI Agency interests and strategic goals.
- Management and Coordination: Lead, motivate and contribute to the professional development and performance management of NCI Agency staff to ensure delivery of high-quality work within set deadlines, efficient working methods and a constructive professional atmosphere. Ensure optimal utilization of available resources to meet the commitments of the Agency in the conduct of its work.
Who you are:
The successful candidate will possess the following qualifications and expertise:
- A Master’s degree from a nationally recognized/certified university in Business Management or a relevant discipline (e.g. Finance, Accounting) and 15 years post-related experience. Alternatively, a Bachelor’s degree with 20 years post related experience;
- Significant experience in a senior leadership position, involving leading and managing business operations in the domain of financial management, accounting and/or auditing;
- Experience in large-scale organizational change management, innovation and transformation processes;
- Proven experience working as an integral member of an executive level management team charged with developing and implementing acquisition policies, plans, programs and projects;
- Proven experience conducting relations and stakeholder management at a senior level and within a political decision-making environment, including leading external engagements with industry and/or academia;
- Experience in managing large, diverse and multidisciplinary teams.
