Summary:

Duties

The position provides technical and administrative support to the Human Resources Office for many multi-functional responsibilities: manages all in/out-processing for employees assigned to the U.S. Mission to NATO (DOS, DOD civilian, FEMA, DIA, Active duty/Army/Navy/AF), US Military Delegation (which also includes DOD civilians and Active Duty soldiers, and NATO agencies (NCIA, NSPA, NASGMA, BICES, NAOT/International Staff, DOD reimbursable, and Liaison Officers from various US government agencies), support employees’ HR needs at post. Manages a variety of HR programs: (e.g. intern program, timekeeping, post language program, awards program, urinalysis, and work sponsorship program). This position supports approximately 210 internal employees and 180 external employees.The variety of agencies and employee types makes the simple in/out-processing and employee support a very complex process with many nuances. Employee privileges are defined by and dependent on the Agencies agreement, the Memorandum of Understanding (MOU) or Memorandum of Agreement (MOA) with the Department of State (DOS). Gaining good institutional knowledge of the complexity of USNATO/HR is crucial for the incumbent to perform the function of this position. This position description covers two positions in the U.S. Mission to NATO (USNATO) Human Resources Office. The incumbent may be assigned any of these responsibilities as either the primary or secondary individual responsible and will provide back up to the secondary position on all responsibilities not assigned as primary.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Three years of administrative work experience in an office environment.


JOB KNOWLEDGE: Incumbent will display a detailed understanding of core HR competencies. Expected to give detailed and accurate advice in personnel matters. Demonstrates knowledge of the NATO organization. Must possess a good knowledge of the workings of an administrative office.

Education Requirements:

Two years of post-secondary education is required.

Evaluations:

LANGUAGE: Fluency in English. This may be tested.


SKILLS AND ABILITIES: Must be an exceptionally discrete person who is able to maintain absolute confidentiality with regard to individual personnel records and information. Must possess a good knowledge of the workings of a government personnel administrative office. Good computer systems skills, especially Microsoft Office and Outlook programs. This position requires the ability to provide excellent customer service and to be able to effectively communicate with individuals of all ranks and employee types. Must have the ability to multi-task and to manage personnel programs independently. Must possess “excellent” English grammar, spelling, punctuation and formatting skills. Must be able to proofread and submit documents without error, as well as correspond utilizing a clear and concise writing style.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Brussels may receive a compensation package that may include health, separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
