Whom we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems that NATO’s military commanders use to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA is critical in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.

To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.

Duties and Role:

  • Maintain and monitor the toolset and services, which are delivered for enabling network service delivery by the service delivery units.
  • Organise and contribute to activities relating to system and application upgrades with the minimal impact for the stakeholders and end users.
  • Stakeholder coordination of any operational changes and performing risk assessments when major changes are executed.
  • Provide professional and technical contributions to the design, development and execution of engineering requirements, such as the monitoring capabilities and reporting (SMC).
  • Deploy and mature toolset driven SMC capabilities for services and configuration items under NaaS AoR.
  • Work and blend into the NCIA NISC ARM team to share the knowledge between the DCIS and static tools used to monitor the different networks.
  • Documenting designs and implementations of assigned services as well as troubleshooting guides
  • Plan, schedule, participate and lead technical support teams in support of projects and exercises
  • Provide on the job training when necessary in order to maintain highly skilled and trained technical support for the Service Line

Requirements

Skill, Knowledge & Experience:

  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline.
  • Alternatively, exceptionally, the lack of a Bachelor degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency,
  • In both case the candidate must have at least 10 years’ experience in applying the ISO network management model, called FCAPS in large enterprise environments:
    • The use and management of any type of Fault monitoring tools, where networks have been actively monitored, such as DXNetOPS Spectrum, Solarwinds, etc…
    • The use and management of Configuration management tools to capture and re-mediate configuration changes on the operational network.
    • Troubleshooting experience with Performance monitoring tools such as nGeniusONE or DXNetOPS Performance Manager or any other Performance tool
    • Reporting and monitoring by collection of Netflow sources
    • Experience with using big data sources to analyse, search, index and visualize from a central tool such as Splunk
    • Thorough knowledge of TCP/IP networking principles
    • Recent Virtualization Technologies based on VMWare ESXi and Virtual Centre;
    • Recent Microsoft Windows Server or Redhat Linux Operating Systems;
  • At least 6 years’ experience supporting and implementing in deployable or large enterprise environments of:
    • Designing, installing and maintaining DXNetOPS Spectrum systems on enterprise networks. Including the experience and configuration of High Availability Fault monitoring systems across high latency networks.
    • Designing, installing and maintaining DXNetOPS Performance Manager Systems on enterprise networks. Including the experience and configuration of High Availability Fault monitoring systems across high latency networks.
    • Experience with troubleshooting TCP/IP network and application faults in complex and large networks
    • Manage and maintain Role Based Access tools which service Authentication and Authorization of engineers and technicians.
    • Maintaining and troubleshooting network capture technology such as the nGeniusONE COTS probes and Infinistreams
    • Setting up Netflow monitoring on various Cisco flavours such as IOS and NX-OS
    • Setting up IPSLA tests with Performance Manager tools for end user SLA reporting
    • Experience with designing, setup and managing of Splunk search heads and indexers
  • Knowledge of ITIL IT service management mode and applied knowledge of Service Transition.
  • Proven ability to communicate effectively orally and in writing technical manuals.
  • Experience with developing, setup and maintaining End-2-End monitoring solutions
  • Experience in Automation and orchestration tools.
  • Experience in programming languages such as Python, Perl, etc…
  • COTS products (VMWare, Cisco CCDA, CCNA)
  • Prior experience in maintaining Cisco Network devices
  • Prior experience in maintaining VCenter infrastructures
  • Prior experience of working in an international environment comprising both military and civilian elements
  • Experience in utilizing and developing Splunk based dashboards for network service management.

  • Must have a currently active NATO SECRET security clearance

Contract Duration

  • Required Start Date:02 October 2023
  • End Contract Date: 31 December 2023 (with potential extension)
