Overview

An excellent opportunity to support the Governments of Guernsey and Jersey (the Channel Islands) as part of the Channel Islands Brussels Office (CIBO) leading on economic affairs.

The Channel Islands Brussels Office promotes the interests of the Channel Islands in Europe and to the EU institutions and advises the governments of Guernsey and Jersey on EU policy issues. The Bailiwicks of Guernsey and Jersey are autonomous British Crown Dependencies and are not part of the UK. Jersey and Guernsey have their own parliaments and legal systems, and full fiscal autonomy, operating as third countries to the EU.

The Economic Affairs Attaché will lead on a broad set of policy areas, all of economic significance for the Channel Islands, as well as support the broadening of CIBO’s cultural diplomacy. The successful applicant will cover a range of subject areas including economic and regulatory policy developments and will be responsible for analysing, reporting and advising on these areas.

The applicant will help CIBO strengthen bilateral relations with EU stakeholders by facilitating policy discussions, monitoring changes to the policy environment and providing high level analysis, briefings and technical advice on EU economic policy development.

The successful applicant will build a network of contacts across the EU institutions, Permanent Representations, and third country Missions, relevant trade associations as well as at senior official level with the governments of both Jersey and Guernsey.

Job specification

  • To provide regular reporting, analysis & advice to senior officials in Guernsey and Jersey on a range of areas of economic importance to the Islands. These include European economic governance, financial services (not taxation), financial crime, digital, data protection, trade and creative industries.
  • Along with policy teams from the two governments, regulators and industry, monitor and assess the potential impact of EU policy developments in these areas on the Channel Islands, as well as the broader political context across the EU.
  • To build and develop a network of working relationships with the EU institutions & other third country Missions, as well as other organisations on key policy areas, to enhance the Islands’ positive international reputations as cooperative jurisdictions.
  • To identify opportunities for collaborative working for the Islands in conjunction with the EU, and where necessary to develop and deliver appropriate engagement sharing our expertise with European partners.
  • Provide support to, and in some cases lead, aspects of Ministerial and officer-led outbound visits to Brussels, ensuring visit deliverables for both Islands & showcasing the Islands’ expertise in core areas of business.
  • Work collaboratively with other Channel Islands overseas offices, as well as with the policy teams from both governments, by assisting with ad hoc projects when required.
  • To undertake regular business visits (usually one working week) to the Channel Islands for in-person meetings as well as ad hoc visits as required.
  • As part of a small team, the applicant will work closely with CIBO colleagues on cross-cutting policy areas where relevant.
Person specification
  • 3-6 years of professional experience working on European public affairs with a high-level analytical understanding of EU economic developments; this experience could be within a government capacity, or within a regulator or industry;
  • Knowledge and experience of engagement with EU institutions;
  • Understanding of the EU legislative and regulatory process;
  • Excellent team-working, interpersonal and stakeholder management skills including experience working with senior representatives of government and industry;
  • Ability to work well in a small team, with the skills to respond flexibly to changing priorities;
  • Fluency in English (written and verbal). Working knowledge of French (desirable).
