DESCRIPTION OF THE TASKS AND THE SCOPE OF COMPETITION

The following tasks will be performed:

  • Definition of software and solutions best suited for GIS operations
  • Installation/maintenance of servers and software mentioned above
  • Development and maintenance of in-house developed utilities and tools
  • Assist the unit members, and the GIS team members in particular with technical issues and questions
  • Act as the intermediate person for IT-related requests/discussions with Commission IT services

LEVEL OF EDUCATION

Bachelor’s degree of 3 years.


KNOWLEDGE AND SKILLS

The following knowledge is required for the performance of the above-listed tasks:

  • Very good knowledge of Server Operating systems Windows/Linux
  • Very good knowledge of scripting languages like Python, Bash, and Windows JScript/VBScript
  • Good knowledge of Apache webserver
  • Good knowledge of SQL and procedural language (f.i. in Oracle or PostgreSQL)
  • Good analysis and problem-solving skills
  • Knowledge of HTML/Javascript would be an advantage
  • Knowledge of developing interactive charts with the Highcharts library would be an advantage
  • Knowledge of a programming language (f.i. C#, C++, VB) would be an advantage
  • Some experience with Amazon Cloud would be an advantage
  • Ability and willingness to learn new technologies in the GIS domain efficiently and fast
  • Good communication skills with technical and non-technical audiences
  • Capability to write clear and structured technical documents
  • Ability to participate in technical meetings


Due to the particular nature of a large international organization such as the European Commission, candidates should also have the following non-technical skills:

  • The capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in team
  • Ability to participate in multilingual meetings in English and French
  • Ability to work in a multicultural environment, on multiple large projects
  • Excellent Team Player
  • The ability to understand, speak, and write English C1 is essential
  • Additional EU languages will be considered important assets
  • A high degree of discretion and integrity is required as the applications managed and maintained contain personal and confidential data


SPECIFIC EXPERTISE

The following specific expertise is mandatory for the performance of tasks:

  • at least 5 years of specific expertise in server administration tasks, including scripting/development of utilities and tools (min. competence level 4)
