NATO CIS Group is looking for a qualified and suitable candidate to fill this post as a temporary staff from January to 31 December 2023. If you meet the requirements described in the job description below and wish to work in a fast paced international environment, this post is for you.
In view of the nature and of the urgency of this temporary position, it is important for candidates to be available for temporary employment as of January 2023. In practice, this implies being in possession of valid NATO security clearance at the time of application, or having been in possession of such a clearance with the possibility to reactivate it swiftly. We therefore only encourage applications for this post if you are already, or have previously been, in possession of a valid NATO security clearance.
GENERAL BACKGROUND:
The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

• Personal Attributes: The incumbent will need to display a high degree of professionalism and planning expertise in performance of his/her duties. The rapidly changing NATO environment, the delineation of responsibilities between different NATO HQs and Agencies, and the growth of the number and the complexity of user requirements creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyze, act with persuasion and diplomacy. Many of the arising problems will require the ability to analyze complex problems considering varied timelines of the evolution of user requirements and availability of DCIS capabilities.
• Professional Contacts: Works collaboratively with colleagues to achieve organizational goals. Frequent contacts with SHAPE J6/CyOC, JFCs/SSCs, NSB’s, NCIA, NSPA, and other NATO HQ’s and Commands .
• Contribution To Objectives: The incumbent will be personally responsible for the development of DCIS plans supporting operations and exercises.
There are no reporting responsibilities.

WHAT WE OFFER
38 hours per week schedule; 2.5 paid days of leave per month worked; Fulfilling working atmosphere in an international and military community; Contract period: a maximum of 12 months employment period could be offered, ideally from 1 Jan to 31 Dec 2023. Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation. Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes + basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The total premium for the medical and accident coverage in 2023 will be at 2.57% of the temporary staff member’s salary (2.32% for the medical benefits and 0.25% for accident), payable 1/3 by the temporary personnel and 2/3 by the Organisation”. For staff eligible under NATO rules, there is also a dependent child allowance and coverage for dependent children for m edical benefits;

- 3 years Plans Staff experience.
- 3 years experience with coordinating staff work of a CIS organization.
-4 years working experience in a CIS Office of an international organization/ national environment or military
Headquarters.
- NATO CIS Planning (CII-CS-31306) provided by NATO - Communications and Information Systems School (NCISS)
Attributes/Competencies
b. Education/Training
University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications
a. Professional/Experience
Previous Staff experience at large military or governmental organizations. Experience in management and planning of deployable CIS (DC IS). Capture DCIS operational requirements and assign suitable DCIS capability to meet these requirements. Operational experience with Deployable CIS. Operational experience in planning, planning support and preparation of written plans.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to TDY assignments elsewhere in the organization to support planning.
The work is normally performed in a Normal NATO office working environment.

Essential Qualifications
The incumbent’s duties are:
1. Analyze and execute the direction from the Branch Head FOB.
2. Lead or support CRP (through a NCISG Planning Group (NPG)) for assigned plans including the coordination and development of CIS SUPPLAN and NCISG OPLAN products with supported commands, NCISG Divisions and Units and NCIA.
3. Support DCIS Mission Analysis, Course of Action (COA) Development, through detailed presentations and supporting documents.
4. Support FOB development and review of Standing Operations Procedures (SOPs) related to plans.
5. Support the development of NCISG orders (or FOB specific inputs).
6. Support NCISG DCIS inputs to strategic and operational planning products.
7. Support FOB planning information management for all assigned taskers, EDMS and/or NIP.
8. Support internal and external planning directives and policy development/review.
Special Requirements and Additional Duties
The J3 Division acts as NATO Communications Information Systems Group’s (NCISG) Tasking Authority, central single point of contact for NCISG operational and technical matters, while maintaining situational awareness and Command and Control/Operational Control over NATO Signal Battalion Operations.
The Deployable Communications and Information Systems Future Operations Branch (DCISFOps) is responsible for development of DCIS support options for all future operations and tasks assigned by J3 Division Head.
J3 Division includes Future Operations Branch (FOB), responsible for Crisis Response Planning (CRP) in support of exercises and missions. A portfolio of plans, executable and non-executable are planned and coordinated by FOB, engaging internal and external stakeholders in the planning process, based upon established operational requirements.
The primary outputs of planning are the CIS SUPPORT PLAN (CIS SUPPLAN) and NCISG Operational Plan (OPLAN), which are coordinated by a lead planner from FOB.
This JD represents a Temporary NIC position to mitigate the transfer of an existing OF2 position as it migrates to another lead nation.
