JOB PURPOSE

Coordinating the tender process (team, time, quality, budget, capacity, organization) in order to submit the most complete possible offer (price, qualifications & conditions, program, etc.) and creating transparency towards internal stakeholders with regard to price (strategy), opportunities, risks, main assumptions and scope, and conversely, draw lessons from internal feedback.

JOB DESCRIPTION

Coordinating the tender process internally:

• Translating the customer’s needs into a competitive offer, based on a realistic cost calculation.
• Putting together and leading a multidisciplinary tender team, both from our own International department as from other units or external partners depending on the needs, including estimators and designers, operations, logistics, procurement, legal, finance, insurance, etc. depending on the need on a project or ad hoc (rather advisory) basis.
• In collaboration with the team members, formulate a tender plan (analysis of opportunities, risks, determination of strategy) and a price strategy that will maximaize the chances to win the tender within a predefined range of profit margin.
• Responsible for internal communication and information sharing (management, finance, HR department, work preparation, operations, legal department, and other disciplines or departments within the organization).
• Minimising the risks and maximising the opportunities of the project through a thorough cost estimation and ORM, which shall be communicated transparently to all internal stakeholders.
• Presenting and justifying the bid to the P&L responsibles (Operations director and COO).
• Initiating the follow-up process and taking care of the transfer of information upon award, including the transfer of the tender dossier and supply chain to the project manager and the implementation team.

Coordinating the tender process externally:

• Maintaining a professional contact with the client’s commercial manager and other representatives, in close coordination with the sales department and COO.
• Developping and maintaining a sustainable relationship with the supply chain and other partners outside the organization.
• Yard and site visits as necessary during the tender process.
• Attend mid-tender meetings, at the request of the client or at our own request, as and when required.
• Preparation and submission of the complete tender documents (offer, technical & contractual qualifications and program, …).
• Participating in post tender meetings and reporting internally as required.
• Provide support or take the lead, as needed or agreed internally, during contract negotiations for successful tender follow-up.

Other tasks & responsibilities:

• Communicate all assumptions, risks & opportunities in a transparent way so that all internal stakeholders can make informed decisions.
• Link with cost controlling & operations on lessons learned (based on Big 5, specific risks & opportunities, ...).
• Development and implementation of internal tender procedures and practices, based on existing processes and standards tailored to the business unit specific needs
• Uphold a constant awareness of Viabuild’s STEAM Values, while stimulating that awareness among other team members through coaching, reporting and tracking of relevant KPI’s

PROFILE

Education & Experience

• MSc in Civil Engineering, Mechanical engineering, Mining or another engineering degree.
• Min of 10 years of relevant experience in construction with a emphasis on concrete/CSA-works (incl. fast-track prefabricated building works) and complex underground service works.
• Experience with project planning, execution, management and communication with project teams.
• Experience with cost estimation, bid development or management.

Technical compentences

• Good understanding of project budgeting or cost controlling
• Able to interpret and explain contracts, specifications, drawing and technical information to members of the project team.
• Able to quickly translate diverse technical requirements into a project set-up and resources (labour and equipment)
• Knowledge of project management and improving processes.
• Understands/applies the principles of operational excellence by constantly striving to improve processes and reduce non-value-added activity.
• Language proficiency in English and preferably also in Dutch.
• Written and verbal communication skills.
• Proficient in MS Office.
• First experience with or a strong interest in BIM
