Duties

Job holder is the Financial Advisor for Embassy Diplomatic and Consular Program, Foreign Commercial Services (FCS), and Population, Refugees and Migration (PRM).


Main duties are:
  • Prepares annual Field Budget Estimates and financial plans for review with agency heads, makes adjustments, writes narrative justifications and obtains clearance prior to transmission to headquarters. Monitors obligations/liquidations versus financial plans and budgets, reprograms between expense categories, and performs in-depth financial management analysis on the Embassy and PRM allotments.

  • Utilizes the Regional Financial Management System’s (RFMS) budget execution software and PC based applications (spreadsheet, databases, etc.) to prepare reports for fund managers. In addition, follows price increases, salary and allowance changes, position lapses, and exchange rate fluctuations to determine how they affect the availability of funds.

  • Advises the Financial Management Officer (FMO) and PRM representative on preparation of the budget depending upon the financial climate. Recommends economies when necessary so that post’s budgets are in tune with financial realities. Provides advice on funding status and monthly trends through financial reports.

  • Meets with agency heads to discuss financial/budgeting problems and to propose solutions. Advises agency heads/reps on budget strategies depending upon instructions and indicators provided by agency headquarters. Throughout the fiscal year, compares financial operations with Field Budget Plan, which requires extensive analysis and preparatory work.

  • Maintains control records for the assigned allotments. Reviews daily, biweekly and monthly Status of Funds and Status of Obligations reports and makes analyses of expenditures before establishing obligations. Controls funds, validates transactions, classifies and records obligations, reconciles accounts, and prepares monthly, quarterly, year-end and other recurring reports. Enters obligations into the RFMS for recurring and one‑time obligations and commits funds for mandatory expenses not covered by current obligations. Reviews and adjusts prior year obligations monthly or as required.

  • Reviews and analyzes inter‑office payments coming from Washington, CFS Charleston, and other Financial Management Centers. Reviews documentation for payments and/or collections made by other posts or by the Department with post’s fiscal data, to ascertain validity. Prorates charges among several post allotments. Assigns appropriate fiscal data and enters it into RFMS for posting as liquidations to the relevant agencies’ allotments.

  • Non-Serviced Allotments: Prepares and tracks purchase orders, maintains cuff records, prepares informal accounting and budget reports and provides budget input. Ensures correctness and legality of purchase orders, assigns fiscal data and submits for certification of obligation. Monitors expenditures and assists agency fund managers in preparing budgets by providing cost reports and estimates. Provides advice on financial operating procedures so that these do not conflict with agency regulations or Embassy policies.

  • Special Projects: Performs special projects and tasks as assigned by the FMO, Financial Specialist or Financial Accounting Branch Supervisor. Performs backup duties for other accounting positions as required. Regularly monitors reimbursement of Proceeds of sales. Yearly assists supervisory position in preparing and finalizing Mission Resource Requests (MRR).

Option A:


Bachelor’s Degree in Finance combined with three years of progressively responsible budget, accounting or other financial-related work experience.


Option B:


College or university studies combined with five years of progressively responsible budget, accounting or other financial-related work experience.


JOB KNOWLEDGE: Ability to quickly learn State Department appropriation and budget processes and related regulatory/legal provisions. Ability to quickly learn and operate the Regional Financial Management System as well as other job-related software programs.

Education Requirements:


Option A:


Bachelor’s Degree in Finance combined with three years of progressively responsible budget, accounting or other financial-related work experience.

College or university studies combined with five years of progressively responsible budget, accounting or other financial-related work experience.


Evaluations:

LANGUAGE: Fluency in English; fluency in French or Dutch. This may be tested.


SKILLS AND ABILITIES: Ability to advocate supported agencies’ requirements orally and in written formats (memoranda, cables, budget justifications, etc.) to their Washington headquarters. Ability to analyze and explain supported agencies’ financial matters, problems, etc., to their managers who may not be familiar with appropriations, budget, regulatory, and other areas of financial management. Good typing skills and ability to use calculator, word processor, and personal computer.

For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
