1. SUMMARY

NATO’s public diplomacy efforts serve a vital function within the Alliance by communicating its purpose and priorities to audiences worldwide. In fulfilling this role, the Public Diplomacy Division (PDD) actively strengthens NATO’s public image, thereby fostering awareness and understanding of NATO’s policies and activities, and ultimately enhances trust in and support for the Alliance.
The Front Office of PDD is responsible to the Assistant Secretary General (ASG)/Deputy Assistant Secretary General (DASG) for the efficient and effective workflow in the Division. It supports and coordinates the ASG/DASG’s activities in the performance of his/her mandate, and orchestrates coordinating efforts between PDD and other NATO entities, internal and external of the Division and NATO HQ.
In the Front Office, the Budget Officer is responsible for financial planning, evaluation and budget execution of PDD’s budget, including operations, projects and programmes. The Budget Officer is central to the effective and efficient financial and budgetary management of the division. S/he will ensure the efficient day-to-day management and operation of the work of two financial assistants.

The Budget Officer reports to the Executive Officer and also works closely and directly with ASG and DASG PDD, providing advice and counsel on financial and budgetary issues. He/she will undertake ad hoc assignments and special projects in support of ASG PDD and the priorities of the Alliance.

Due to the nature of the work of the Division, adaptability and availability to carry out tasks at short notice and under tight deadlines are major requirements in this particular area of work.


2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL
The incumbent must:
  • have a university degree, or an equivalent level of qualification, preferably in accounting, economics, business administration or financial management;
  • have at least 3 years’ relevant professional experience; in particular related to financial management and budgeting;
  • have a good knowledge of financial software programmes, spreadsheets and databases;
  • possess clear and efficient communication skills (oral and written) and the ability to adapt to various interlocutors (financial experts as well as non-financial stakeholders);
  • have experience of coordinating small teams;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
  • be able to work outside normal office hours when necessary.


DESIRABLE
The following would be considered an advantage:

• have knowledge of NATO structures, practices and procedures, including NATO’s financial regulations, accounting procedures and budgetary IT systems;
  • experience in project and programme management;
  • experience in goods and services acquisition;
  • experience of working in a multinational environment, with a variety of stakeholders;
  • previous people management experience.
  • change management experience: delivering effective change and updating financial and budgetary ways of working.


3. MAIN ACCOUNTABILITIES

Expertise Development
In close coordination with PDD’s Executive Officer, Senior Management, and Section Heads, prepare and execute the Division’s annual budget and the Medium-Term Financial Plan (MTFP) in accordance with applicable procedures, including Objective-Based Budgeting. Prepare financial summaries and reports for PDD Management, Sections and committees as required. In line with the NATO Financial Regulations, manage the expenditures of the Division. Apply expertise, interpret existing policies, advise and guide other members of the Division on budgetary and financial management policies and best practice. Contribute to the development and the implementation of policies related to financial regulations and budgets. Provide financial expertise on PDD’s operations, projects and programmes, including the lifecycle of grant management in PDD.

Knowledge Management
Ensure relevant budget, and programme management matters are shared with concerned parties, namely the ASG, DASG, Section Heads and the Executive Officer of the Public Diplomacy Division. Inform divisional staff of relevant procedural changes, upcoming projects and budgetary matters of interest, in a timely fashion. Support the development of Key Performance Indicators (KPIs) as necessary.

Information Management
Keep up to date summaries of spending patterns and budgetary trends for each category of budget expenditure. Verify purchase requests as well as mission authorisations and liquidations for PDD staff. Prepare correspondence, documents and reports related to the overall divisional budget as well as to the financial elements of project activities. Maintain clear and timely information flow between PDD and Financial /Budget stakeholders.

People Management
Provide guidance to and coordinate the work of two financial assistants in their daily duties. Provide mentoring, coaching and training opportunities and be available to offer guidance in a timely manner. Offer a motivating, sound and inclusive environment. Ensure that the staff members under her/his responsibility are aware of Organisational, Divisional and Section objectives. Provide regular and fair feedback on performance, informally as appropriate and via the HQ Performance Review and Development (PRD) system.

Stakeholder Management
Serve as the PDD internal and external point of contact for all financial and budgetary related issues affecting the Division. Build and maintain efficient working relationships with PDD Sections (including financial /budgetary points of contact) and other Sections/Divisions of the International Staff (Office of the Financial Controller, Budget Planning and Analysis Section, Procurement Services) to ensure effective problem solving and efficient processes are in place. Maintain close contact with colleagues in similar positions to ensure an exchange of information and best practices implementation. Represent the Division’s and NATO’s interests, as required, in committees or working groups, as directed.

Project Management
Carry out planning and evaluation responsibilities in the framework of the budget and in conducting cost-effectiveness analyses of PDD activities (e.g. analysis of current year expenditures for preparation of budgets, analyses of factors influencing the pattern of PDD expenditures and reasoned recommendation on how to obtain maximum value for money spent). Analyse and coordinate all accounting work for PDD inside and outside the Division; assume accountability and drive divisional budget management and related files to completion. Manage or participate in project teams as required
Perform any other related duty as assigned.


4. INTERRELATIONSHIPS

The incumbent reports to the Executive Officer of PDD. He/she also maintains a close working relationship with ASG and DASG PDD. S/he supervises two members of staff and liaises directly with the PDD Administrative Officer, PDD Heads of Section and Heads of Satellite offices. The incumbent needs to work closely with other divisional Budget Officers as well as the Office of the Financial Controller, Procurement services and Budget Planning and Analysis Section on relevant budgetary and financial matters. On occasion, contact will be needed with the International military staff, national delegations and other NATO bodies.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
