Within the Network Management Directorate , the "Infrastructure" Division manages the European infrastructure deployment projects and programmes and aims at making the SES digital sky a reality. It develops, organises and provides European common services including network support services, aeronautical information services and the radio frequency function.
Your role
Your role will be to:
The responsibilities hereunder reflect the generic duties of a CNS Specialist. Depending on the candidate’s experience, ability and level of competencies, s/he may be requested to perform (initially) some or all of the advertised tasks.
- Contribute to the evolution of the CNS roadmap and to the airspace architecture strategy to implement the roadmap.
- Contribute to, lead projects and steer technical developments related to the Integrated Communication, Navigation and Surveillance (CNS) unit’s activities, and produce technical documentation as required.
- Define, coordinate and steer studies, validations or (expert) working groups on the CNS infrastructure and its operation (e.g. monitoring of CNS systems performance).
- Develop new initiatives and approaches in relation to the CNS infrastructure and define and manage the project scope to ensure alignment with the overall strategy.
- Research and assess new technologies and approaches for potential use, and provide recommendations based on thorough analyses.
- Contribute to the production and maintenance of technical specifications for CNS systems and operations.
- Contribute to procurement and contract management actions (development of tender specifications and evaluation of tenders) related to CNS activities (studies, CNS equipment, CNS services, etc.
- Create awareness, promote and communicate the activities of the iCNS unit.
- Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
- Completed university studies of 3 years in a relevant domain (e.g. Aeronautical Engineering, CNS Systems, Air Navigation System Engineering). A university degree of 4 years (e.g. Master’s degree) in a relevant area would be considered an asset.
- Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- A minimum of 2 years’ relevant professional experience acquired in the aviation or air transport industry.
- EUROCONTROL is looking for specialists in the Communication, Navigation or Surveillance. Applicants should have at least experience in one area, either Communication, Navigation or Surveillance. Knowledge of several areas would be an advantage.
- Experience and/or knowledge in aeronautical Communication, Navigation or Surveillance systems design, manufacturing, installation, operation and/or maintenance.
- Experience and/or knowledge in the use of Communication, Navigation or Surveillance systems specifications and standards. Knowledge or understanding of standards production and maintenance process would be an advantage.
- Data analysis technique skills.
- Understanding of ATM (e.g. ATCO, flight navigation).
- Technical drafting skills in English (e.g. specifications writing).

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will be required to become at least a basic user of French at level A1/A2 before the end of the probation period.
The levels relate to the Common European Framework of References for languages (CEFR).

- Duration of appointment: This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
- Internal candidates
If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year (s) with a maximum total duration of 9 years. - The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
- In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
