Duties

  • Serves as a primary researcher within the NATO Special Operations University (NSOU), Allied Special Operations Forces Command (SOFCOM).
  • Conducts and oversees education and individual training (EandIT) analysis in support of validated National and NATO Alliance Special Operations requirements.
  • Serves as a key staff contributor in identifying options to meet operational gaps that exit due to shortfalls in education and individual training (EandIT).
  • Facilitates collaboration among SOFCOM J-Code and NSOU staffs to identify, validate and execute EandIT solutions.

Basic Requirement

  • Degree: 4-year course of study in an accredited college or University leading to a bachelor’s degree (or higher degree) in Education. To be acceptable, the program must include or be supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least one course was in research methods and at least two courses were in statistics (Note: You must attach a copy of your transcripts.)

OR

  • Combination of Education and Experience: at least 24 semester hours in a field related to the work of the position to be filled, including at least one course in research methods and two courses in statistics, plus appropriate experience or additional education. The experience must have demonstrated (1) a thorough knowledge of the principles underlying the work of this series, and (2) understanding, both theoretical and practical, of the methods and techniques applied in performing work in this series. (Note: You must attach a copy of your transcripts). The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

Specialized Experience Requirement

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Conduct and oversee education and individual training analysis in support of special operations requirements. Research and identify options to meet operational gaps that exist due to shortfalls in education and individual training. Collaborate amongst stakeholders to identify, validate and execute education and training solutions. Serve as the primary and lead action officer to support academic requirements and research initiatives. Responsible for establishing the external academic and research partner networks and for identifying opportunities for collaborative educational research.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Additional information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child’s age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and
