For our client, the leader in online trading in Belgium for 23 years that offers a wide range of financial products and services, we are looking for a Head of the CIO Office

The Head of the CIO Office will report to the CIO.

The role of the Head of the CIO Office is to second the CIO by taking the following key responsibilities in scope of the CIO Office:

1) IT Transformation & transversal IT projects

  • Following the business roadmap and IT Strategy, define and coordinate the execution of the IT transformation initiatives at various levels: technology, sourcing, partnerships, way of working, … Report on the IT roadmap to Strategic Coordination Team.
  • Coordinate the execution of some key transversal IT projects like the Disaster and Recovery Test and the Test Refresh

2) Release Train Engineering

  • Organize with the Business the execution of the (quarterly) PI planning and PI planning event
  • Coordinate with the Architect and the Scrum of Scrum’s (SoS’ses) the System Architecture Runways resulting from the Business Epics
  • Make sure that the impacts of the IT (= Infra and Technology Chapters) Epics are accounted in Feature Teams backlogs and PI planning objectives

3) IT Audit, IT Risks, Controle Permanent

  • Act as a primary point of contact towards internal and external auditors and controllers, coordinating the input of the different teams in IT vis-à-vis the auditors
  • Coordinate and contribute in the remediation of the audit recommendations for IT – elaborating on the needed procedures when required, making sure remediation impacts are planned in the teams
  • Collaborate with the Risk team and support the execution of the IT Risks roadmap within IT

4) IT Processes, controls and KPIs

  • Ensure that the IT processes (IT Change Management, IT Asset Management, IT Skills Review, Backup and Restore, …) are understood and properly executed by all stakeholders, that the underlying implementation in terms of tools (CMDB) and workflows (JIRA), users rights structure and procedures meet the requirements and is properly maintained, propose and collect improvements and implement them with the help of IT teams and 3rd parties – role of JIRA Product Owner
  • Perform the first line controls on IT Processes, report on deficiencies and coordinate their remediation
  • Define and report on IT KPIs, coordinate improvements

5) IT Finance

  • Perform the yearly IT budgeting exercise, liaise with the financial control to perform quarterly IT budget status and updates

The Head of the CIO Officer will receive people and domain responsibilities in the IT Management Team of a Bank, being exposed to the various aspects of the Bank’s technology practice: software development, devops and system engineering, but also IT way of working, processes, risks, finance, and skills. The perfect candidate can deliver, but also likes to coordinate and manage more and more. You want to be instrumental in the successful execution of the Bank’s IT transformation. Last but not least, the Head of the CIO Office has ambitions to grow and develop quickly core and soft skills in order to reach the next level.

Profile

•You have a master degree in civil or business engineering.

•You are a young, talented and ambitious IT professional with a proven track record in software development and in project management. You have at least 5 years of experience in the delivery of large IT projects, as a system/software engineer or as an architect.

•You have a vision about Technology, how to use it to achieve business benefits, and you are acquainted with modern practices and platforms like DevOps, public cloud platforms, containers, microservices, data science, gitlab.

•You have strong relationship building and interpersonal skills, allowing you to deliver through collaborations.

•You have excellent oral and written communication skills (English, French) as well as excellent presentation skills with ability to conduct presentations comfortably to large groups.

•You are familiar in working in Agile teams following with the Scrum methodology, even better with SAFe.

•You work best in an open atmosphere where people can communicate freely and where there is room for laughter.
