1. SUMMARY

NATO’s Public Diplomacy Division (PDD) plays a key role in explaining the Alliance’s strategic and political messages to opinion formers and to the public in general. As NATO’s main public interface, PDD works to raise the Alliance’s profile with audiences world-wide. PDD also works to promote security cooperation through a variety of programmes in NATO and partner countries and contributes to a continuous process of international security debate and policy creation. Last but not least, the Division also acts as coordinator for most public diplomacy activities undertaken by other Divisions at NATO Headquarters (HQ), as well as by other entities belonging to the NATO structure.

The PDD Press and Media Section is the principal point of contact for all media-related issues at NATO Headquarters, including engagement with the media, media policy and doctrine, and media monitoring.

The incumbent, under the day-to-day guidance of the Deputy Head of Media Operations and Special Events and the overall supervision of the Spokesperson and the Head of Press and Media/Deputy Spokesperson, will provide daily media summaries, guidance and analyses. The incumbent will also actively contribute to the Public Diplomacy Division regular reports on the Information Environment Assessment (IEA), as well as general situational awareness. The incumbent will also be tasked to support media operations for various NATO events inside and outside the HQ.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL
The incumbent must:
  • have successfully completed higher secondary education;
  • possess experience in international politics, communications or another relevant field;
  • have 4 years of qualifying work experience, in a press office environment, as a journalist, or other related experience, and some social media experience;
  • have a demonstrated capacity to understand the underlying politics of an event and NATO’s political agenda in order to select, filter and analyse news articles into a readable news summary;
  • have the ability to write clear, logical and well-structured texts for a busy audience;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
  • have the flexibility to work outside normal office hours, in a team where shifts can start at 06.00h and may finish as late as 22.00h.

DESIRABLE
The following would be considered an advantage:

• a university degree, preferably with in international politics, communications or a related discipline;
  • knowledge of Russian would be highly desirable;
  • passive knowledge of other Allied or partner languages;;
  • professional experience in media analysis and evaluation;
  • previous experience in event management.

3. MAIN ACCOUNTABILITIES

Planning and Execution
Carry out specific media research concerning NATO and issues relevant to the Alliance using both traditional and new media. Monitor (international, national and regional) media and relevant social media on a constant basis. Ensure focused monitoring on selected news developments and breaking news, as required by the NATO Spokesperson or the Head of Press and Media/Deputy Spokesperson. Select relevant news for the Section staff and alert them of developing news during the day. Provide operational support to the Media Operations activities when necessary. Assist the preparation of the NATO Spokesperson’s’ morning media briefing, or stay late as required. Support planning and implementation phases of media operations for NATO events as required.

Expertise Development
Contribute to media analyses as directed by the Spokesperson, the Head of Press and Media/Deputy Spokesperson or by the Head of Media Operations and his/her deputy. Stay abreast of current trends and tools in media monitoring. Monitor across different platforms including online, TV and social media.

Knowledge Management
Submit in a timely manner relevant news content and analysis to the NATO Spokesperson and the Head of Press and Media/Deputy Spokesperson, as well as to the PDD Press and Media section staff.

Information Management
Prepare media summaries for the NATO Spokesperson/Head of the Press and Media /Deputy Spokesperson, and, as required, the media monitoring products for the NATO HQ (press reviews, summaries and updates). Collect and distribute the daily media summaries for the Organization. Provide general office support to the Unit and the broader Section as required. Contribute in an active, timely and well-coordinated way to PDD’s work in the area of Information Environment Assessment and provide input to Situational Awareness work as/when required, under the direction of the NATO Spokesperson.

Stakeholder Management
Build a sound understanding of the NATO Spokesperson and the Head of Press and Media/Deputy Spokesperson’s expectations in terms of media research and analysis, as well as requirements in crisis or conflict. Build working relationships with the media relations team and provide proactive input as directed. Coordinate closely with PDD’s Strategic Communications Unit on the delivery of regular inputs for Information Environment Assessment reports, under the direction of the NATO Spokesperson. Builds working relationships with other stakeholders on issues with impact on media operations.

Organisational Efficiencies
Stay up-to-date on research methodologies used at professional news agencies and other media sources of interest. Contribute to the identification of opportunities for organisational efficiencies within one’s own field of expertise.

Project Management
Assist with PDD projects, as directed by the NATO Spokesperson, the Head of Press and Media/Deputy Spokesperson or the Head, Media Operations and Special Events.
Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent reports to the Deputy Head, Media Operations and Special Events, working for the NATO Spokesperson and the Head of Press and Media/Deputy Spokesperson. He/she needs to be able to operate as part of a close knit small team, and work closely with the staff of the Press and Media Section, as well as with other sections and units of the Public Diplomacy Division.

6.CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.
Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
