As a dedicated HR Talent and Development Specialist, you constantly thrive to bring value to the business and the operations of Carmeuse Belgium, including people abroad and reporting to our Belgian headquarters departments. You understand and challenge their needs & expectations, and you proactively suggest solutions to satisfy their demands. You are a strong partner to support blue & white collars and managers on the soft people processes such as talent management, learning and development, engagement and talent attraction & retention.
You collaborate with your HR colleagues from Belgium, Carmeuse Central & Eastern Europe, Middle East, Asia and Americas to guarantee alignment with Carmeuse’s global people strategy. You get strong support from global and regional teams and can rely on their expertise.
Your responsibilities :
1. Talent & Development Management Process: talent review, development and contribution review
- As an HR Talent & Development Specialist, you promote development for all our employees (via our GPS initiative: Grow, Perform, Succeed), acting like a key user of our HCM system.
- You communicate and ensure that the processes are understood and known by employees and managers.
- You actively participate in talent development discussions and follow-up on development plans and create active interconnection between all the departments at a more global level.
- You participate in talent calibration sessions with managers, guiding managers to build an impactful talent action plan (development, succession, performance improvement actions).
- You set up succession plans for critical positions.
- You follow up on the talent & development actions plan, in coordination with HR Coordinators and HR Manager Operations.
2. Learning & Development
- You understand and analyze the development needs of employees (white and blue collars) in close collaboration with managers and HR Coordinators.
- You prepare training & development plans, offer relevant learning opportunities considering the training budget.
- You organize training sessions, manage communication with trainers and participants, and follow up on learning outcomes.
- You promote the usage of learning tools and platform to the right audience (LinkedIn Learning, Bookboon, Oracle learning, …) via our internal communication channels.
- You collaborate internally with EMEA and group talent managers and promote regional /global learning & talent initiatives.
- You collaborate externally with partners specialized in training and development initiatives (suppliers, Cefora, …).
- You ensure a close follow-up on budget and communicate regularly on its status and learning KPIs to the managers and HR Coordinators. You manage learning purchasing orders and obtains subsidies.
- You make sure that legal obligations in terms of learning and development are met and prepare learning reporting (eg “bilan social”)
3. Culture & engagement
- You propose and follow up on engagement action plans (based on the results of the global engagement survey). You are responsible for the global engagement survey implementation, in coordination with regional/global teams.
- You propose simple solutions to boost engagement and positive culture amongst all employees.
- You promote the 4 Carmeuse behaviors (Ownership, Collaboration, Honest feedback, Passion).
- You promote and make sure our internal communication tools are widely used (Beekeeper, Kiosks in the plants).
4. Talent acquisition & recruitment processes
- You collaborate closely with HR Coordinators/HR Manager Operations and Hiring Managers to ensure alignment with business needs, while respecting budget constraints.
- You manage the full recruitment lifecycle for roles across EMEA HQ, Group HQ and Western Europe: intake meeting, job requisition creation, job postings, sourcing, screening, personality questionnaires analysis, interviews and candidates’ reports.
- You support and empower Hiring Managers through the recruitment process.
- You promote the referral program.
- You track recruitment KPIs (e.g., time-to-fill, quality of hire, referral) and actions in Oracle HCM.
- You develop and execute sourcing strategies using job boards, social media, career fairs, and partnerships with universities and agencies.
- You build up and maintain a strong talent pipeline and manage recruitment campaigns.
- You enhance employer branding in collaboration with key stakeholders, taking part in global Employer Branding initiatives, with regional/global talent and communication experts .
Your Focus
- Coordination of talent management, career development and succession planning
- Learning and development organization, starting from the needs expressed by employees and managers, and checking the efficiency of the learning
- Promotion of our communication, HR tools, as well as our learning platforms – improvement of the usage.
- Coordination of engagement and culture initiatives Hiring of white collars and blue collars, in due time
Authority
- You manage soft processes in coordination with HR Coordinators/HR Manager Operations. You propose solutions and improvement actions to HR managers and heads of departments.
Key performance indicators
- Owning the key talent indicators (knowing where we stand and which improvement actions if any).
- Quantity and mainly quality of development goals.
- Targets met in learning (hours and legal obligation).
- Engagement of users in our learning platform and in our communication channel (Beekeeper).
- Internal customers satisfaction and commitment (talent management, learning & development, engagement and recruitment) All soft HR KPI’s are recorded in Oracle HCM and documented in information systems.
Requirements, skills and knowledge
Requirements
- Proven experience in talent management of blue and white collars in an international environment (3-5 years) .
- Bachelor or university degree.
- Interest for soft HR processes and for “pragmatic” people development: learning and development, culture and engagement.
- Experience in talent acquisition is a plus.
- Fluent in FR and EN.
- Flexible to work from Andenne (2 days/week) and Louvain-La-Neuve (2 days/week), depending on business needs, 1 day of homeworking.

Needed Knowledges
- Understanding and applying strategies to manage and retain talent within the organization.
- Understanding of how adults learn and the learning landscape in Belgium (legislation, key actors).
- O365 suite: advanced Excel and PowerPoint. Experience with Oracle HCM, SHL platform, LinkedIn learning and recruiting is a plus.
