The Market Access Director for Belgium and Luxembourg will be responsible for delivering broad, earlyand sustainable market/patient access for the Janssen medicine portfolio in Belgium and Luxembourg.
He/she is responsible for the development of the reimbursement & contract negotiation strategies and theelaboration of sustainable innovative financing schemes guaranteeing broad and sustainable marketaccess.
He/she will work in close collaboration with the TA Heads Market Access, the External RelationsLead, the Access Intelligence & Strategy Lead and the External & Government Affairs Director to deliveron this goal.
Furthermore he/she will represent Janssen in Belgium and Luxembourg towards relevant externalstakeholders in relation to the function objective described above.
He/she is responsible for policyshaping initiatives for the improvement and acceleration of access to innovation.
In collaboration with the Access Intelligence & Strategy Lead, he/she ensures the alignment with theExternal & Governmental Affairs Director and the TA Heads Market Access on Trade Association’sAccess and Budget related activities.
The Market Access Director is responsible for building a strong access team to achieve common goalsand champions the decisions of the team and operates in a way that builds a team spirit in the HEMARteam.
Place in the organization
The Market Access Director BeLux has a solid line reporting to the External & Government AffairsDirector Belgium & Luxembourg. The External & Government Affairs Director Belux is a member of theJansen Benelux Management Board and has a solid line reporting to the Managing Director JanssenBenelux.The TA Heads Market Access report to the Market Access Director BeLux.
Tasks and responsibilities
Co-create with the HEMAR TA Heads Market Access and the Access Intelligence & Strategy Leadeffective access strategies to ensure broad, early and sustainable market/patient access for Jansseninnovative therapies.
Be a member of the External & Government Affairs BeLux leadership team and contribute to thedevelopment, overall functioning, and success of the BeLux External & Government Affairs team.
Develop innovative market access strategies for the Janssen portfolio, based on market accessanalytics and stakeholder insights. Transfer insights into implementable MEA strategies based onoutcomes rather than financial deals and/or recommend strategies that can be leveraged throughRWE capture.
Represent the company externally regarding pricing and reimbursement for the Janssen portfolio &pipeline
Represent the company externally regarding market access related policy shaping initiatives
Represent the company internally in International Pricing and Reimbursement meetings & TaskForces. Maintain a clear pricing governance process, centered on the Internal Pricing operatingmodel (PRIT), escalating discussion to senior leaders when needed. And provide input to regionalmanagement and PRIT members to optimize pricing policy.
Leads local HEMAR projects.
Contribute to optimal business planning, by ensuring strategic market access guidance, through theHEMAR TA Heads Market Access, towards the CVT’s.
Represent HEMAR Belux within Janssen Benelux and Janssen EMEA platforms as appropriate.
Contribute to the development of effective market access policy shaping to improve and accelerateaccess to innovative medicines in Belgium & Luxembourg. Identify policy asks for the sector based onproper analytics and solid arguments.
Identify potential talent with strong technical expertise, commercial acumen and broader strategicmindset and leadership.
Safeguard and further enhance the reputation of Janssen/J&J as a major, credible, and trustedpartner with external stakeholders. Be a Janssen ambassador towards external stakeholders andensure alignment with the External & Government Affairs Belux on external market access affairsmatters.
Qualifications
Profile / qualifications
A university (Master/Doctor) degree in pharmaceutical/medical related science. The preferredcandidate will have a Master degree in pharmaceutical science or medicine.
15 years experience with local market access procedures in the Belgian and Luxembourg market, ofwhich 5-10 years in a HEMAR leadership role having final responsibility for market access is a must.
Having an extensive and solid local network with Belgian/Luxembourg external stakeholders thatintervene in the reimbursement process: RIZIV/INAMI, Sickfunds, academic representatives of thereimbursement commission, doctor & pharmacist associations (APB, SSMG, BVAS, etc....).
Proven professional track record of creating market/patient access for innovative medicines, includingbroad experience in Art. 111 procedure with end responsibility for the MEA negotiation outcome.Proven experience of creating and implementing outcomes based MEA in the Belgian setting.
Extensive (multi-year) experience in working with the Belgian Pharma industry trade association(Pharma.be), including membership of Ph.be taskforces/working groups to drive market accesspolicy.
In debt understanding of the Belgian/Luxembourg healthcare system, its key players and decisionmakers and the political landscape in Belgium and Luxembourg is a must.
Strong and proven business acumen based on broad business experience and proven track record,ideally having an experience as management board member.
Strategic mindset, intellectual curiosity, self-awareness, and adaptability to look ahead for futurepossibilities and translates them into breakthrough strategies. Effectively integrates long-termopportunities and challenges with day-to-day activities.
High result-orientation, ambition, creativity, and excellent negotiation skills.
High level of verbal and written communication skills, including effective listening and the ability tospeak and write persuasively. Fluent in English, Dutch and French.

Ability to interact with senior representatives of external stakeholders in a clear and concise mannerand ability to argument, negotiate and obtain buy-in.
