The work schedule for this position is Full Time (38 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties
Provides persistent surveillance over thousands of shipments and storage lots in transit (or long term storage) to ensure connection, delivery and mission success. Member will collect, organize and use shipping information from ocean carriers, truckers and air lines, U.S. Embassies and Consulates located worldwide, and the domestic Dispatch Agencies offices to create and update detailed electronic records which allow ELSO to control, track and account for shipments globally and storage at ELSO’s Central Receiving Point (CRP) warehouse facility. Monitors and advises Contracting Officer Representative (COR) on vendor performance. Coordinate with destination posts to confirm shipping needs for individual shipments.
A. Movement Control and Monitoring
Using the Integrated Logistics Management System (ILMS), to proactively maintain situational awareness of Household Effects, POVs, Consumables, Supplies and Equipment shipments—including all types of Dangerous Cargo—for our embassies and consulates throughout the Southern Central Asia area. Works closely with management and working level personnel of shipping, forwarding, warehousing, packing and transfer companies.
B. Storage Management
Updates ELSO storage records to ensure lots are authorized, updated and takes action to remedy when necessary and/or report to management. Establishes and maintains active electronic storage files until all transportation-related actions are completed.
C. POVs and Special Projects
Ensures privately owned vehicles condition reports and status are properly relayed to client member for action as necessary. Ensure special project supplies (i.e. Hardened Trailer Systems (HATS), DoD Official vehicles, etc.) and post designated space (i.e. The Hague, London, Frankfurt, etc.)
Qualifications and Evaluations
EXPERIENCE: Minimum one year of experience in professional office environment.
JOB KNOWLEDGE: General proficiency in acquiring knowledge to include Department of State transportation entitlements and regulations in 14 FAM. General proficiency in acquiring knowledge of regulations for proper preparation of documentation for shipments and storage of personal and official U.S. Government property and host country customs clearance regulations. General proficiency in acquiring knowledge of ILMS as a transportation management tool. Proficient knowledge of national and international transportation practices.
Completion of secondary school is required.
LANGUAGE: Fluency in English and Dutch. This may be tested.
SKILLS AND ABILITIES: Must be detail oriented and have organizational skills to coordinate shipments and utilize ILMS that gives status visibility to customers and performance metrics to senior management. Must be able to clearly articulate information to customers, vendors, and colleagues in person or by written correspondence.
