Summary

Who May Apply?WORLD-WIDEUS Citizens not ordinarily resident in Belgium. US resident alien family members of US sponsors who are citizens of NATO countries other than Belgium (must possess a valid green card and US Social Security Number (SSN)).

This position is located at the USAG Benelux, DFMWR, Financial Management, Chievres Air Base, Belgium


Responsibilities

  • Responsible for both appropriated fund (APF) and nonappropriated fund (NAF) Installation Morale, Welfare, and Recreation Fund (IMWRF).
  • Directs the preparation, analysis, justification and execution of DFMWR operating budget, NAF annual operating budget, APF/NAF support budget, Capital Purchases and Minor Construction (CPMC) and major NAF/APF construction budgets, NAF procurement functions, IMWRF Five Year Plan, and personnel administration.
  • Technical advisor to other division chiefs and other installation directorates on NAF fiscal management matters.
  • Develops and monitors quality control procedures for all NAF operations, monitors both revenues and expenditures, inventory ceilings, cost of goods sold, labor, net income percentages, and personnel requirements.
  • Conducts cost and economic analysis, efficiency studies, and organizational functional analysis.

    • In consideration of COVID-19, personnel within this area routinely wear personal protective equipment (cloth face coverings, latex gloves, and face shields) while performing their regular duties.
    • Incumbent is required to submit a Financial Disclosure Statement. OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report annually in accordance with DoD Directives

    Qualifications

    Applicant must demonstrate specialized experience in performing all the following duties (listed specialized experience must be equivalent in complexity and difficulty to the NF-03 level.
    • Directing of the preparation, analysis, justification, and execution of Community Activities operating budgets (APF/NAF budgets).
    • Providing technical advisory for other division chiefs or installation directorates on fiscal management matters.
    • Developing and monitoring quality control procedures regarding fiscal and personnel requirements.
    • Conducting cost and economic, efficiency, and organizational functional analysis.
    • Executing administrative and personnel management responsibilities to accomplish an assigned mission.
    • Applying the theories, principles, practices, and techniques of Generally Accepted Accounting Principles (GAAP).

    Highly Qualifying Criteria
    Two (2) years of prior NAF Financial experience, to include Capital Purchase and Minor Construction (CPMC), Income Statement Analysis/Reporting, Budget Preparation, Manpower, and Internal Control.
