Your team
Within the Directorate Central Route Charges Office and Finance , the Unit evaluates the finance information systems according to established objectives in line with the Directorate’s mission and ensures information services are in place and developed to deliver business operations effectively.
Your role
Your role will be to:
- Develop and implement the (strategic) objectives of the Finance Information Services to manage its range of activities, resources (budget & personnel) including resource planning/allocation, performance management and staff development to ensure availability of competencies and continuity of business.
- Monitor the quality of services offered and propose solutions to rationalise processes, tools and activities in order to increase the (cost) effectiveness of the service while still meeting current and future demands of stakeholders.
- Participate in the overall CF (and Agency) business technology planning to support business developments and foster innovation.
- Collaborate with CF business analysts and product owners, and with the Technology (TEC) Division (as the implementer of products / systems) to plan and operate the information services as well as the underlying technology necessary for the mission of the CF.
- Establish with TEC the CF information systems roadmaps and organise the necessary learning and development to achieve the required digital dexterity in CF.
- Ensure quantitative and qualitative monitoring of the data received from States and provide support to the CRCO.
- Manage documentation repositories; ensure the maintenance of up-to-date system and user documentation for the new ERPs.
- Represent CF, as required by the Director, in meetings of the Agency, the Route Charges System’s governing bodies and meetings with other stakeholders.
- Act as the CF representative in the Agency digital transformation initiatives and fora.
- Carry out any other tasks in line with the main purpose of the job.
Required qualifications, experience & competencies
- Relevant university studies (e.g. Computer Science) of four years or relevant university studies of three years plus one year relevant professional experience.
- Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- A minimum of 15 years’ professional experience including 10 years in management or strategic activities, preferably in an international environment.
- Experience in finance and accounting (to help the Technology Division to determine relevant IT solutions).
- Experience as business analyst and/or product owner in the finance domain.
- Experience in designing digital solutions for Finance.
- Proficiency in financial IT systems (Oracle Financials).
- Effective budget management skills.
- Experience of critical reviews: Post implementation/Internal audit.
- Experience in leading diverse teams.
- Analytical Thinking: Applies methodical approach to complex information.
- Communication: Adapts communication to different situations and audiences.
- Strategic focus: Develops business/service strategy in line with Agency’s strategy.
- Managing People: Encourages development as support to business objectives.
- Managing change: Manages effectively the change process.
- Ability to work in a multinational and multicultural environment.
- Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach.
- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will have to acquire at least a basic knowledge of French at level A1 by the end of the probation period.
The levels relate to the Common European Framework of References for languages (CEFR).

- Duration of appointment: This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
- Internal candidates
If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year (s) with a maximum total duration of 9 years. - The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
- In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
