Context of Need

John Cockerill has been acting as global OEM in the energy sector for several decades, delivering heat recovery steam generators, industrial boilers and solar receivers for concentrated solar power plant.

In order to support the project operations in energy solutions, John Cockerill has grouped all these activities under a John Cockerill Energy Solutions sector . It has 3 businesses : Energy Solutions Europe (regrouping HRSG, industrial boilers, OTB, FLNG applications for World-Wide market ), Energy Solutions US (covering same production for North American Market) and After-Sales Services , with a Turn-Over of 100M+.

In order to strengthen the operations of Energy Solutions , John Cockerill is looking for a new Head of Procurement & Logistics .

Nature & Scope

T he Head of Procurement will be responsible for the results and organization of procurement and logistics within the Energy Solution BE entity for a overall spend of approx. 100M . Also he will be responsible for the procurement and logistic functional role for the entire sector. His/her role will be to ensure the proper definition and implementation of the Purchasing and Sourcing strategies for his/her perimeter , in close collaboration with Business Managers and the organization of project procurement operations in order to meet the requirements in terms of quality, performance, costs, risks and deadlines for projects.

Main duties

Responsibilities

With the support of his team composed of Category Management and Sourcing team, Procurement team, Expediting team and Logistic team , t he Head of procurement will be responsible for

• Pro ject operations :
• Organize and follow-up project procurement operations (from RFQ to PO closure) for the procurement of equipments , services and material s on time, on budget and according to Project requirements
• Participate to executive project reviews and planning reviews
• Build and follow Procurement KPI’s
• Provide operational support to the buyers in their day-to-day issues
• Ensure the proper management of the workload within the team
• Manage Expediting team and function for the follow-up of selected orders from PO to delivery
• Manage Logistics : manage procurement of Logistics services and manage logistics operations with the related teams.
• Strategic Sourcing and Global Category Management :
• With the input and decision from the Businesses, set-up and execute Strategic Sourcing Plan for the related businesses
• Build up the supply chain for projects located around the world in accordance with business priorities
• Define and monitor Category Strategies for Global and Local Categories
• Develop and maintain key suppliers relations
• Maintain Supply Base including Supplier qualification, supplier financial data
• Review and validate Estimates and leadtimes for project proposals
• Support Business Sales if needed and decided through negotiati on and selecti on key suppliers at proposal stage (before contract signature)
• Organize and follow-up Suppliers Evaluations
• Procurement functional management
• Define and control Procurement Processes in collaboration with operations and Group Procurement Committee
• Insure that business procurement processes and rules are implemented and followed in the Sector , including the principles of ethics and sustainable development
• Continue the support of the implementation of digiBuy platform (based on Ivalua technologies) and the potentially related business process modifications .
• Participate in transversal work at the Sector and Group level ( contractualization and negotiations at the Group level, implementation of new platforms)
• Resource management
• Integration and training of new employees
• Evaluation and development of team members
• Manage team staffing, workloads, and department budget
• Motivation and daily support of employees, ensuring team cohesion
• Setting individual objectives in line with the overall objectives of the sector and the group
• Management of conflicts and possible malfunctions
• Management of Category Managers and Lead Buyers procurement portfolios
  

Your Profile

• 10 years professional experience in procurement and supply chain positions , preferably in a project oriented environment
• International experience including with global supply chains
• Experience with manufacturing and project organization s
• Previous meaningful team management experience
• Excellent interpersonal skills, team player, business acumen, autonomous and driven
• Experience with growing industrial organizations
• Fluency in English
  

Job location : Liège (Belgium), with frequent travels
