  • SUMMARY
The Office of Financial Control (OFC) is responsible for the management and implementation of financial and budgetary control systems for several NATO entities, primarily the Civil Budget. As the custodian of Member Nations’ funds, the OFC provides reliable and value adding financial and procurement services in support of front-line Divisions, enabling them to achieve their objectives. It works to comply with International Public Sector Accounting Standards (IPSAS) and other best practices, including the management of enterprise risk.The OFC is responsible for financial operations and reporting for the: NATO-IS; NATO-wide pension funds and related funds (currently: Defined Benefit Pension Scheme, Defined Contribution Pension Scheme (DCPS) and Retirees Medical Claims Fund (RMCF)); bodies and projects located at NATO Headquarters (HQ) (currently NATO Naval Forces Sensors and Weapons Accuracy Check Site (FORACS), Munitions Safety Information Analysis Centre (MSIAC)); Extra-Budgetary and Trust Funds; and bilateral arrangements, including the Tax Reimbursement Agreement with the United States (U.S.). The NATO-IS budget includes Brussels Headquarters operations as well as NATO Satellite Offices (NASOs).Standards applicable to NATO in the finance and procurement areas include the NATO Financial Regulations (NFRs), the NATO-IS Financial Rules and Procedures (FRPs), the IPSAS, the NATO Civilian Personnel Regulations (CPRs), and the NATO Code of Conduct. NATO IS uses COSO as the reference framework for internal control systems.NATO (HQ) uses an Enterprise Resource Planning (ERP) solution to support the management of resources and daily staff operational activities. The scope of the solution includes financial management (budget and accounting functions), human resources management, procurement, cash management, facilities management and general support functions (e.g. asset management). Procurement Service uses also e-Procurement solution.The Head of Procurement is the IS Procurement Service’s sourcing, contracting, and market expert. S/he identifies solutions to business needs, sourcing demands and potential opportunities. S/he is responsible for building high-quality sourcing and procurement performance and capability for more than €70 million in annual spend as part of the IS sourcing and procurement strategy.The Head of Procurement acts for, or represents, the Head of NATO body, when required and has legal authority to enter into commercial agreements on behalf of the Organization within the limits specified in applicable regulations and to issue procurement warrants to procurement officers and buyers.
  • QUALIFICATIONS AND EXPERIENCE
EssentialThe incumbent must:
  • possess a university degree from an institute of a recognized standing, in a relevant domain;
  • have at least 8 years’ procurement and contracting experience, which must include at least 5 years of experience as category manager or senior procurement or contract manager in supervisory roles, preferably in services, non-manufacturing, or public sector;
  • have previous procurement and contracting experience within government or international organizations subject to public procurement principles and procedures;
  • have proven people management, mentoring, influencing and leadership skills;
  • have strong problem solving, facilitation, and conflict resolution skills;
  • possess excellent verbal and written communication skills;
  • have expertise in contemporary strategic sourcing processes commonly used by best-in-class organizations, particularly in non-manufacturing and public sectors;
  • have demonstrated experience with current sourcing and procurement technologies (e.g. e-sourcing, e-procurement, spend analysis, contract management systems, etc.);
  • possess experience with crafting and implementing procurement strategies and policy in regulated environments;
  • have a proven track record of impactful contract management and negotiation/ renegotiation;
  • have an advanced knowledge of Ms Word, MS Excel, and MS PowerPoint;
  • possess strong research and analytical skills;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; and IV (“Intermediate”) in the other.
DESIRABLE:The following would be considered an advantage:
  • a post-graduate university degree in law, purchasing, contracting, or supply chain management;
  • a professional qualification as public or government procurement practitioner such as Level 4 CIPS/UNDP (Chartered Institute of Purchasing and Supply/United Nations Development Programme) or equivalent public/government procurement qualifications;
  • a professional qualification equivalent to the CIPS Professional Diploma in Procurement and Supply granted by any of the national professional associations federated under the International Federation of Purchasing and Supply Management (IFPSM);
  • experience with the design or implementation of new procurement processes, procedures or organizations;
  • experience with the use of Oracle E-Business Suite (EBS) in general and more particularly with the use of Purchasing, Sourcing, and Procurement Contracts applications of Oracle EBS;
  • experience with the use of MS SharePoint or similar collaboration tools;
  • experience or professional certification as project manager;
  • familiarity with and/or understanding of the NATO procurement procedures and regulations.
  • MAIN ACCOUNTABILITIES
Expertise DevelopmentApply and develop procurement professional skills and/or knowledge of procurement law, policies, regulations, practices and NATO policies and procedures. Acquire knowledge of accounting principles and methods in relation to procurement. Ensure current knowledge of relevant sources, prices, market factors, cost and production structures, trends, commercial strategies, and product characteristics of commodities/ contracts. Stay abreast of relevant best practices and the use of professional tools and systems.Planning and ExecutionArrange and assign work to use resources efficiently and effectively. Develop procurement plans, organizational structures, and processes to fulfil organizational goals within relevant constraints and in compliance with regulations. Contribute to, and coordinate as appropriate, initiatives aimed at transformation of NATO employment of people, processes, and tools in the NATO financial and acquisition management domain.Policy DevelopmentFormulate procurement strategies and policies and design innovative solutions. Implement strategies and develop plans to accomplish business operations and objectives. Contribute to setting guidelines and procedures for new work processes and quality control of internal procedures in line with best practices and standards.Project ManagementPrepare, manage, and facilitate a wide variety of events and procurement actions with industry and or NATO representatives such as requirements workshops, site-visits, pre-solicitation conferences, bidders’ conferences, solicitations, source selection processes, negotiation sessions, and contract performance evaluation meetings. Implement and monitor procurement plans from cradle to grave, manage associated procurement actions, and monitor benefit realisation. Support implementation of projects, typically involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality.People ManagementBuild a core team of high-quality sourcing and procurement professionals responsible for effective implementation of NATO IS procurement initiatives. Provide the leadership, strategy, and policy for the procurement function by building a high performance organisation. Create a work environment that empowers individuals to make decisions that affect their work. Provide in-depth mentoring, coaching and training opportunities and be available to offer guidance at critical moments. Ensure that all staff under her/his responsibility are clear on Organisational, Divisional, Directorate and Section objectives. Provide regular and fair feedback on performance, informally as appropriate and via the HQ Performance Review and Development (PRD) system. Identify possible development and mobility opportunities for team members. Establish financial/budgetary and administrative criteria for program funding and control. Research and analyze data to identify market trends and buying habits to maximize efficiencies. Assess vendors’ financial standing and viability. Use a wide variety of price and cost analysis techniques and tools.Knowledge ManagementAnalyse and document all or part of a business in terms of business functions and processes, the information used and the data of which the information is based. Define and document requirements for improving any aspect of the processes and systems and qualification of potential business benefits. Lead and control the development of user manuals, training materials, and standard operating procedures. Implement and manage a suitable training programme that properly weighs training needs and available resources.Perform any other related duty as assigned.
  • INTERRELATIONSHIPS
The incumbent reports to the Branch Head and supervises a team of procurement officers and assistants. S/he will work closely with the other Services of OFC and Divisions/Independent Offices across the NATO IS, as well as other NATO entities, and National Delegations.   • CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.Contract clause applicable:In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
