- SUMMARY
The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council (NAC) and the Military Committee (MC), for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address: intelligence analysis and production, intelligence policy, and capability development. The Intelligence Production Unit (IPU), comprised of both military and civilian personnel, supports the NAC, MC and senior level decision makers on strategic issues of concern with intelligence-based analysis, briefings and other written products.
Within JISD/IPU, the Asia and Technology Branch (ATB) is responsible for providing intelligence assessments with regard to the developments, threats and challenges pertaining to the following domains: Weapons of Mass Destruction (WMD); Chemical, Biological, Radiological and Nuclear (CBRN); Arms Control, Disarmament and Non‑proliferation (ADN); and Space. The JISD/IPU also coordinates work with the ADN Section of the Political Affairs and Security Policy Division (PASP), which acts as the focal point for all ADN matters at NATO HQ.. The incumbent may be required to deputise for the Head ATB, as needed.
- QUALIFICATIONS AND EXPERIENCE
The incumbent must:
- have a university degree, or equivalent level of qualification, in in the field of political science, international relations, security studies or a related subject;
- have at least 3 years’ experience in strategic-level intelligence work at national or international level;
- have professional experience studying and addressing issues related to WMD, CBRN, and ADN, particularly nuclear capabilities and policy, security strategy, situational awareness and related technological developments;
- experience as a serving or former member of an Allied national intelligence authority (including national military intelligence in regard to WMD, CBRN, ADN, and/or Space domain) or international WMD, CBRN, and ADN related organisation;
- have demonstrated expertise on WMD, CBRN, and ADN, in particular nuclear capabilities and deterrence managing;
- possess conceptual and analytic thinking skills, as well as the capacity to convey complex ideas with clarity and accuracy;
- experience in providing written and oral briefs to senior leadership levels;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
The following would be considered an advantage:
- experience of working in an international environment comprised of both military and civilian elements;
- understanding of the complex strategic issues for NATO stemming from WMD, CBRN, and ADN related activities;
- current or previous experience delivering professional education in the field of intelligence analysis and/or WMD, CBRN and/or AND.
- MAIN ACCOUNTABILITIES
In coordination with various NATO stakeholders, analyse and assess to provide relevant intelligence (in both written and verbal format) to NATO leadership, in order to inform decision-making and for threat mitigation. Perform analyses for the tasks for intelligence that the JISD receives from the NAC, the Military Committee (MC), IS and International Military Staff (IMS) staffs and committees across NATO HQ. Provide detailed meeting reports and back-briefs with recommendations for follow-up JISD action.
Project management
Support the project development in coordination with other team members, ensuring to highlight and enhance the understanding of WMD, CBRN, and ADN-related information of strategic importance.
Planning & Execution
Produce intelligence-based assessments to inform relevant stakeholders, timely decision‑making and threat mitigation and will serve to support and enhance the Alliance leaderships’ understanding on the nature of WMD, CBRN, ADN, and Space domain-related issues from an intelligence perspective
Knowledge management
Determine WMD, CBRN, and ADN-related topics of strategic importance and immediate threat to NATO. Conduct analyses of allied intelligence reporting and Open-Source Intelligence to gather relevant threat information.Manage the flow and distribution of situational awareness knowledge and analysis aimed at identifying and determining WMD, CBRN, and ADN-related topics affecting NATO’ interests
Stakeholder management
Initiate, organise, attend meetings at NATO HQ and other locations with Allies and NATO Partner intelligence services and represent JISD as needed. Ensure that the JISD maintains clear lines of communications with both contributors and customers. Ensure close lines of communication with their sending organization, and with other services from their nation and a smooth flow of national intelligence contributions to the JISD from their nation, in response to specific Requests for Information (RFIs) and to NATO Strategic Intelligence Requirements in general. Support activities of the more junior staff members and facilitate team interaction

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
