We are looking for a Service Head and ICT Strategy Expert for our client located in Brussels. You will have the opportunity to influence the organization’s strategy by contributing to the definition and achievement of goals in new management and action plans.
Main Responsibilities:
- Ensure the service’s compliance with current laws and regulations.
- Report systematically to the Chairman of the executive committee on budgets, key projects, and financial risks.
- Lead the ICT division’s team.
- Collaborate with the management to develop an optimal ICT policy.
- Co-manage relationships with external ICT service providers.
- Contribute to ICT strategy, enterprise architecture, and the management of ICT programs and projects.
- Implement an information security system and ensure business continuity.
- Cost management.
- Manage relationships with suppliers.
Required Skills:
Strategy, Governance, and Management
- Over 5 years of experience in advising and implementing ICT strategy and governance, both locally and internationally, especially within large public organizations or critical service businesses.
- Strong experience in managing large teams (over 50 people) of ICT professionals, preferably in roles such as Chief Information Officer, Chief Executive Officer, Head of Infrastructure, or Head of Development.
- Experience in developing digitization strategies, including on an international scale.
- Experience in developing ICT sourcing strategies and managing human competence.
- Experience in crisis management and change management within an ICT organization.
- Knowledge of governance and data management.
- Experience in budget and financial management, as well as contract negotiation, preferably in a government context.
- Experience in coaching C-level positions or advising executive committees.
Program and Project Management
- Experience as a Program Manager (senior level).
- Experience as a Project Manager in software development, infrastructure, and security, with knowledge of methodologies such as Waterfall, Agile, and Scrum.
Service Management
- Experience in implementing and managing all ICT service management practices (ITIL) at intermediate and higher levels.
- Specific experience in software development management, change management, and release management from a senior management role for over five years.
- Experience in designing, using, and implementing ITSM tools.
- Knowledge of SIAM (Service Integration and Management) and its implementation within organizations.
- Experience in creating project portfolios and managing service delivery.
Security and Cloud Management
- Operational experience in managing a security department (ISO 27001) for more than a year.
- Strong knowledge of Cloud and hybrid Cloud adoption.
- Operational experience in complex ICT migration projects, including data center to Cloud or hybrid Cloud.
- Over 2 years of experience in a CISO role.
- Knowledge of risk management.
- Knowledge of NIS and NIS2 standards.
- Knowledge of security frameworks such as DORA.
Languages
French or Dutch + English
