Summary:

The work schedule for this position is: Full Time (38 hours per week)

Duties

Working in the Facility Management section of the Brussels Embassy, the Building-Mechanic carries out scheduled and unscheduled construction work, preventive maintenance, and repair work on all Mission buildings to including office buildings (non-residential) and residential USG owned and leased properties. Job holder will repair and maintain a variety of building infrastructure systems as needed to support Post operations including but not limited to mechanical systems, plumbing system and fixtures, general welding and masonry work, potable water treatment and storage, fire sprinkler, swimming pool and landscape irrigation.


Operation


  • Installs and repairs construction materials and associated mechanical systems, including ensuring that all tasks are completed in accordance with applicable codes and manufacturers’ recommendations.

  • Responds to emergency calls during off-duty hours when critical systems stop functioning, or when there is an imminent threat to the safety of personnel or structural integrity.

  • Addresses existing or potential problems and makes recommendations to ensure systems and equipment meet the design and manufacturers’ operating parameters.

  • Orders and stocks construction and mechanical supplies and replacement parts to ensure availability for future needs.

  • Assists in developing and executing testing and inspection checklists to ensure quality work by contractors and staff.

  • Contributes to the safety program managed by the Post Occupational Safety and Health Officer (Facility Manager).


Maintenance


  • Performs preventive maintenance by inspecting, adjusting, and troubleshooting plumbing systems and equipment to ensure reliable operation and uninterrupted water supply to critical facilities.

  • Provides routine inspection on all systems and prepares written reports on their condition, including all key performance indicators in conformance with the reporting requirements of the Overseas Buildings Operations (OBO)

  • Annual Facility Condition Survey and Annual Inspection Summary.

  • Assists in developing and executing a comprehensive preventive maintenance program for plumbing systems (potable water and wastewater treatment and storm water), equipment and associated components and controllers.

  • Handles projects that need special training or professional experience in the Embassy buildings and Ambassadorial residences such as remodeling of an entire bathroom, build new guard booths, renovate entire office floors (including security aspects).


Logistics


  • Records and compiles operational data, completing and maintaining forms, logs, and reports

  • Assists in the preparing documents for maintenance, repair, and renovation, including soliciting and monitoring contractors.

  • Escorts local contractors at post facilities when required.

Qualifications and Evaluations

Requirements:

EXPERIENCE: A minimum of three (3) years of journey-level experience in the repair and maintenance of building infrastructure, construction and mechanical systems and utility treatment operations is required.


JOB KNOWLEDGE:


Competence in:


  • Maintenance and repair of building construction and mechanical systems, fixtures, masonry, tileworks, welding,

  • Minor component replacement of motors, valves, pumps, controls and recording instruments.

  • Testing procedures in control devices to monitor, diagnose faults, determine current operating capacity to the design requirements, all in accordance with U.S. and host country regulations.

  • Reading and working from engineering drawings, specifications, schematics, one-line diagrams and material lists.

Education Requirements:

Completion of secondary school including vocational specialization in the construction/builder, tile layer, welder or mason fields producing a journey-level qualification is required.

Evaluations:

LANGUAGE: Good working knowledge in French or Dutch. Working knowledge in English.


SKILLS AND ABILITIES:


  • Communication and interpersonal skills to answer queries from end-users.

  • Ability to work as part of a team, work under pressure and a tight schedule.

  • A flexible approach to work shifts and answer emergency calls at all hours.

  • Very good knowledge of building construction and all fields of the maintenance program, including blueprints. Basic knowledge of Microsoft software (Word, Excel, Outlook)

  • Must have a valid, current driver’s license B. Must have had driver’s license for a minimum of five years.

  • Must be able to lift 50lbs/25kg.

For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
