CONTEXT/INTRODUCTION AND OBJECTIVES

The Unit H4 in DG Research and Innovation (DG R&I) is responsible for providing and operating information systems to support the Commission’s framework programmes of Research and Innovation.

In this context, DG R&I has developed a Data mining tool (CORTEX) covering the eGrants and legacy programmes. The CORTEX-related systems rely mainly on the following tools:

  • Data modelling: Enterprise Architect,
  • Data Extraction, Transformation and Load layer: SAS data integrator and Oracle PL-SQL scripts,
  • Elastic Search, Python and Java for the back end,
  • Angular for the front end.
  • With this request, the Commission seeks one Technology Expert (TE) with specific expertise in managing a MLOps / local Big Data infrastructure on continuous basis to cover the activities described in this Technical Annex.

Depending on the services offered, the Commission might decide to proceed with this request or not.

DESCRIPTION OF TASKS

  • MLOps, provide continuous integration, delivery and training infrastructure for machine learning.
  • Manage a local Big Data / machine learning infrastructure in areas of search indices, databases, virtualization, container technologies, logging, monitoring, testing and notification systems.
  • Provision of quality plans, service level agreements, quality control and evaluation, quality assessments or other quality matters associated with Business Intelligence projects.
  • Assistance and support to Business Intelligence developers.
  • Provision of security studies, security assessments or other security matters associated with information system projects.
  • Functional requirements and business case analysis.
  • Risk analysis.
  • Provision of technical studies, technical expertise, technical evaluations in relation with BI systems.
  • Depending on the circumstances, the expert may be requested to provide assistance or support in the resolution of production issues.

WORK ENVIRONMENT/CONDITIONS

Knowledge and skills

  • In depth knowledge in managing a MLOps / Big Data infrastructure is a must.
  • Working experience with application containerisation, virtualisation.
  • Working experience with Python.
  • Working experience with Elastic Search technology.
  • Working experience with Oracle RDBMS and PL-SQL.
  • Working experience in Business Intelligence matters.
  • Capacity to write clear and structured technical documents.
  • Ability to apply high quality standards.
  • Ability to participate in multi-lingual meetings.
  • Capability of working in an international/ multicultural environment.

Languages

  • Fluency (written and oral) in English and ability to follow conversation, meetings and read documents in French and English.
