1. SUMMARY
The Emerging Security Challenges Division (ESC) provides a coordinated approach for NATO to the challenges of the 21st century. It serves as the NATO HQ’s focal point for cyber defence, countering hybrid threats, energy security, counter-terrorism, data science, innovation, and climate security. The Division also promotes cooperation on these challenges through a variety of programmes within NATO, with partner nations and with other International Organisations, as appropriate.
The Climate and Energy Security Section deals with a wide range of issues related to the NATO’s role in enhancing the energy security of the Alliance and addressing environmental/climate security issues. To this end, the section maintains close relations with Allies and relevant committees, as well as with other stakeholders, including other organisations and the academic expert community, e.g. think tanks and NGOs.
In the Climate and Energy Security Section, the incumbent will follow issues related to the Alliance’s work on energy security. This will entail implementing NATO’s energy security agenda, liaising with relevant stakeholders within and outside the Organization, the preparation of meetings of Committees, as well as of NATO’s Energy Security Task Force and other coordinating bodies. This also includes contributions to major energy documents, such as critical energy infrastructure risk assessments and progress reports, as well as the drafting of analyses of energy related challenges, including those related to military logistics. S/he will also coordinate relevant cooperation activities with partner countries, and will develop and manage specific energy security related projects.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
- possess a university degree in political science, international relations or related fields, preferably with energy politics, energy economics, or energy security related course work and academic credentials;
- have at least 6 years of relevant professional experience in the area of energy politics and/or energy security or related issues;
- have demonstrated analytical skills in the relevant areas;
- have profound background knowledge of international relations and current affairs, notably global security trends, energy security issues and an understanding of the impact of climate change on security;
- have experience working in a multilateral environment or an environment with a variety of stakeholders from multi-cultural backgrounds;
- possess knowledge of security and military matters and knowledge of international and multinational mechanisms, procedures and structures;
- have excellent drafting and oral communication skills
- have familiarity with various software packages, in particular the Microsoft Office suite (Word, Excel, Outlook, PowerPoint, and SharePoint) or similar;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one: II (“Elementary”) in the other;
DESIRABLE
The following would be an advantage:
- a graduate degree (Masters or Ph.D.) in the aforementioned related areas;
- knowledge of the civil and military structure of the Alliance, particularly regarding the functioning of NATO HQ and the NATO Committee structure;
- relevant working experience at the strategic level in diplomacy and/or military affairs;
- experience and solid understanding of military logistics and/or capability development;
3 . MAIN ACCOUNTABILITIES
Policy Development
Support the implementation of NATO’s energy security agenda. Contribute to major energy documents, such as critical energy infrastructure risk assessments and progress reports, as well as the drafting of analyses of energy related challenges, including those related to military logistics. S/he will also coordinate relevant cooperation activities with partner countries, and will develop and manage specific energy security related projects.
Expertise Development
The incumbent will evaluate, analyse and assess energy-related information on selected countries and regions of concern to NATO with a focus on risk and threats and on issues such as energy production, infrastructure protection, and the challenges of supplying energy to the armed forces. S/he will organise, with partner countries as appropriate, seminars, workshops and conferences on selected energy-related issues, such as the security dimensions of the energy transition.
Stakeholder Management
Develop an effective internal network as well as a network of stakeholders in nations, NATO Military Authorities, the NATO Science and Technology Organisation, other international organisations, such as the International Energy Agency and others, where relevant for the energy security portfolio. Liaise closely with appropriate stakeholders.
Supervise cooperation activities on these issues within NATO’s various partnership frameworks, as well as with other international fora, as appropriate. This entails the development of a network of contacts within NATO, as well as with other international organisations, think tanks, research/academic centers etc. in order to further develop NATO’s expertise and involvement in the area of energy security .
Project Management
S/he will provide support in organizing energy security-related events, such as workshops and seminars. Develop and implement energy security-related projects and monitor progress of programmes and projects in this regard. Analyse ongoing and completed projects and programmes, identifying innovations to improve working practices, procedures and performance.
Knowledge Management
The incumbent will share information on energy security developments across the NATO community, as required. S/He will also follow discussions in the appropriate committees to ensure coherence between the energy security and climate-related work strands.
Representation of the Organization
Represent the Climate and Energy Security Section at internal and external fora where issues related to the portfolio are discussed, or where relevant policies and initiatives are determined. Make presentations to visitors to NATO HQ, contribute to media briefings and represent the Alliance at conferences, seminars etc. as appropriate.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent reports to the Head of the Climate and Energy Security Section and closely coordinates work with other members of the team. S/He will maintain close working relationships within the division and liaise with other NATO Divisions (from the International Staff and the International Military Staff), with NATO’s Strategic Commands, and with Nations in order to ensure proper coordination and communication regarding energy security and related work strands.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from t he national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
