The work schedule for this position is Full Time (38 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties
This position serves as the recognized expert on all outbound shipments, personal and official, and related issues for the Tri Missions. This position also handles property loss claims and the Art in Embassy program (high value furnishings for Ambassador and DCM residences) for State.
Outgoing shipments
Arranges and facilitates outgoing shipment and customs clearances for personal property of assigned Tri-Mission employees and for U.S. government equipment and supplies and shipments for Department of Defense employees. Provides technical information to the Contracting Officer regarding packing, shipping, and storage for personal and official U.S. Government property; follows up on status of shipments and recommends contractors for specific jobs. Maintains contacts with officials of shipping and packing companies, and with host country customs and other government officials to assist in resolving problems with carrier bills or services and makes recommendations on these matters to Embassy post officials. Negotiates with customs officials and other government officials related to customs clearance of outgoing shipments. Advises departing personnel of their shipping allowances under applicable agency regulations (State, DOD, etc.), customs regulations and requirements, and related matters. This is done both individually and for large groups in departure seminars. Arranges for the pick-up, packing, shipment and customs clearance of outgoing HHE and UAB. Prepares the necessary paperwork and documentation. Assists U.S. Government employees with the settlement of claims for personal property lost or damaged in outgoing shipments.
Inbound Shipments
Arranges and facilitates inbound shipments and customs clearances for assigned Tri-Mission employees and offices and shipments for Department of Defense employees. This involves arranging for pick-up, customs clearance, storage or delivery and unpacking of incoming shipments of household effects (HHE) and unaccompanied air baggage (UAB), meeting with incoming personnel and advising them on their shipments and other required information, and negotiating customs officials at port of entry and other government officials related to customs clearance of incoming shipments.
Qualifications and Evaluations
EXPERIENCE: Minimum 3 years of experience in administrative work required in the transportation field.
JOB KNOWLEDGE: Ability to quickly become knowledgeable of the international air/shipping regulations, Department of State regulations for General Services (Foreign Affairs Manual Volume 6, Foreign Affairs Handbook Volume 6), Standardized Regulations, Belgian Government regulations, travel/shipping industry regulations worldwide and also specifically within the EU.
High school diploma required.
LANGUAGE: Good working knowledge in English, French and Dutch. This may be tested.
SKILLS AND ABILITIES: Ability to deal tactfully and effectively with American personnel at all levels up to and including the 3 Ambassadors and their family members, official visitors up to and including the Cabinet level (secretary of State and of Defense) and host country officials at all levels, as well as with colleagues, always bearing in mind the interest of the U.S. Government. Excellent judgment and flexibility in making decisions and interpreting regulations is required. Good word processing skills and familiarity with ADP systems is essential (Word, Access, Excel, LAN, etc.). Driver’s license B required. Numerical ability to calculate cost constructed shipments.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Brussels may receive a compensation package that may include extra-legal benefits: life insurance, hospitalization insurance (family included), meal tickets, transportation reimbursements, seniority leave, special holidays, training, etc.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
