Support the implementation of UNDRR ROECA key risk knowledge and risk governance tools in support to Member States’ commitments under the Sendai Framework. Overall strengthening of capacity assessment expertise at a regional level and contributing to delivery of the UNDRR’s regional priorities for the DRR and resilience agendas.

Duties and ResponsibilitiesThe United Nations Office for Disaster Risk Reduction (UNDRR), as custodian of the Sendai Framework for DRR 2015-2030, strives to engage all actors key to building systems more resilient to disasters. The Target E of the Sendai Framework calls for substantial increase in the number of countries with national and local disaster risk reduction strategies, and relies on a thorough understanding of capabilities for DRR adapted to the risk landscape.
UNDRR has developed a methodology to stress test national DRR systems based on scenario-based assessment and an indicator-based assessment framework. Using this methodology and through a consultative multi-stakeholder approach, national authorities may test capabilities against core dimensions of disaster risk reduction, adapted to defined complex risk scenarios. Contributing to both a better understanding of risk knowledge and strategic frameworks for DRR, stress testing capabilities for the mitigation of disaster impacts aim to:
- support governments to measure national ability to ensure continuity and reduce impact from any plausible disasters
- identify areas wherein more investments need to be imparted to stay afloat under extreme scenarios.
A prototype tool was developed to accompany countries running the stress test assessment, in view of better understanding and improving their ability to reduce risk of complex and cascading disaster scenarios.
- The Consultant will be responsible for supporting the development of UNDRR’s scenario-based stress test assessment approach and supporting its implementation. Responsibilities will include the review and revision of the existing stress test process, further development of the assessment methodology and indicator set in support to the work in at least 3 countries of the region, including the pilot process in Poland and planned engagement in Tajikistan.
- The consultant will support the Risk Knowledge team on developing and refining the work on Risk Profiles, with reference to the current work in Ukraine.
- The consultant will also support the Risk Governance team on implementing the peer-review assessment of national DRR strategies, with reference to the work in Armenia and focusing on at least 2 country contexts.
- The consultant will report to the Programme Officer for Risk Knowledge and work in close collaboration with both risk knowledge and risk governance teams. Work will require close engagement with partners supporting capacity assessment work (including WHO, EU) including by contributing to the work supporting the European Commission on Union Disaster Resilience Goals.
- At country level, the consultant will work in close collaboration with the National Sendai Focal Point, and where relevant the UN Resident Coordinator and appropriate UN agencies. By aligning and strengthening these collaborations, the consultant is expected to play a role in the overall support to risk knowledge and risk governance in the region.
- These duties will entail a series of outreach activities, meetings and workshops, as well as the production of relevant material to ensure a comprehensive development process. These activities will be carried out in virtual and in person mode, depending on the sanitary situation.
Experience: - A minimum of 5 (five) years of working experience in disaster risk management, climate change adaptation and sustainable development, or related areas is required.
- Experience working with national governments, building relationships with different stakeholders, as well as existing networks are considered assets.
- In addition, experience in the above-mentioned areas in the context of capacity assessment and risk profiling, as well as experience working on indicator-based frameworks is an asset.
