Main tasks

• Preparation of the capital project list and budget for the coming year for Chemours Coatings Operations Belgium.
• Cooperate with the project requester within the department (any of the other staff roles) to develop, agree and document the scope of capital projects
• Work closely with the plant manager, the project requesters from the various departments in Chemours Belgium, and the global Capital Engineer group.
• Plan and complete management of change (MOC) execution ahead of the project execution.
• Perform budget estimation and progressively more detailed budget calculations.
• Request budget approval for the projects based on scope, MOC and calculated budget.
• Plan the work, according to regulatory prescriptions, corporate EHS prescriptions, local procedures, Chemours Engineering guidelines and standards, and industry best practices.
• Scope of work and offer requesting, in cooperation with the Procurement department. Selection of best offers based on price and quality.
• Provide the necessary trainings to the contractors selected for his/her projects, according to the contractor safety policy and procedures.
• Provide leadership and guidance to contractors during project execution, including work permits or delegation of work permits.
• Commissioning and project start-up safety review (PSSR).
• Communicating the progress of the projects, with regard to all the critical process steps, including scope development, MOC, budget development and approval, ordering, execution, commissioning, and evaluation.
  
  

Challenges

• Ensure compliance with policies, regulatory and local requirements in all activities.
• Get alignment with the different parties (external/internal) and coordinate the different project engineering tasks within the different departments
• Make sure the projects get executed according to the agreed scope, timing and budget of the assigned projects and are effective in meeting the intended goal
• Make sure the projects are executed in a safe and efficient manner, with minimal impact on production.
  
  

He/She Is Responsible For

RESPONSIBILITIES

• Own the approved annual capital investment plan for the Mechelen Site.
• Gatekeeper role to ensure satisfactory basic data is provided in the scope before initiating the project engineering process.
• Coordinate the project planning.
• Gatekeeper role to ensure MOC is done before scope and budget finalization.
• Collect objective offers with external service providers
• Provide leadership and guidance to Contractor Site Services during project execution. Ensure compliance with policies and procedures relating to Security, Safety and all applicable site and corporate procedures.
• Safety of the work during execution of the project
• Handover of the project to the department: including procedures, training and all required documentation.
• Evaluation after every executed project
• Follow-up of action points after execution of project
• Provide updates in routine meetings to report on overall capital projects status. Include a concise review of the current status of all capital projects and a summary of performance.
• Report and communicate as required by local and global management
• Improve the process based on experience and input from (international) colleagues
  
  

Qualifications

• Education : Masters Degree of Engineer or equivalent experience
• Able to self-manage and set priorities, as well as to multitask
• Proven experience in contractor supervision and project management
• Work efficiently with diverse teams (internal & external) / Strong communication skills
• Computer skills (MS Office , SAP, …)
• Effective verbal and written communications skills, both in Dutch and English.
