Intro
The International Department of Belgian Red Cross-Flanders (BRC-FL) works on development cooperation and humanitarian aid. It manages international projects in the area of first aid, blood banking, hygiene promotion and distributions, mainly in Africa. BRC-FL aims to increase the impact of its humanitarian response by an expertise-driven approach, allowing for specialization and scale advantage.
BRC-FL is looking for a Regional Finance project manager that will work in close conjunction with other project managers in the Great lakes region and the business controller who is based at HQ in Belgium.
The main focus will be to enhance the accountability and transparency of BRC-FL projects in the region and to improve the quality of financial reporting, with a specific focus on the Humanitarian Protection project (HP1) funded by the Belgian Federal Government. The Regional Finance project manager will provide operational services and guidance for accurate and timely financial management, planning and reporting as well as risk management in programs/ projects supported by BRC-FL. Additionally, the Regional Finance project manager will support other BRC-FL project managers and will provide finance development and capacity building support to the Host National Societies (HNS) in the region as well as to BRC-FL HQ. Particular emphasis will be put on supporting the Uganda Red Cross Society, as the position is based in Kampala.
The position
What will you do?
A) You are responsible for accurate and timely financial planning and reporting in the programs supported by BRC-FL:
- You take the lead in defining overall finance management structures for projects in close collaboration with the business controller.
- You support the HNS and project managers in preparation of project budgets and financial analysis that meet BRC-FL standards together with the project managers and Program officers.
- You ensure timely and accurate project/ program financial reporting that meets the BRC-FL and back donor requirements in accordance with the signed MoU(s) and Project Agreement(s).
- You ensure that all BRC-FL project financial reports are finalized on a timely basis, meeting the expected quality standards.
- In relation to financial and administrative issues, you provide support and advise during the start-up and closure of projects, especially in setting up adequate financial processes prior to the commencement of projects. This can include workshop development and conduction.
B) You are responsible for accurate and timely financial and risk management in the projects supported by BRC-FL:
- You conduct financial verification and monitoring (also at branch level) as needed, including assessments of internal controls in the BRC-FL supported projects. Follow up on recommendations made by audits, evaluations (when applicable), reviews (when applicable) and monitoring visits.
- You analyse the finance management risk level of the operative context of BRC-FL and its partners. Together with other BRC-FL project managers, you support and advise the HNSs in planning, implementation, monitoring, evaluation and reporting of the BRC-FL supported projects with special regard to financial and administration issues.
- Together with the business controller, you prepare a financial risk analysis and matrix to assess the financial risk level of the BRC-FL projects. Afterwards you ensure a close follow-up on the analysis and related action points.
C) You provide finance development and capacity building support to HNS’s in the region as well as to BRC-FL HQ
- You assess the financial management and administration structure and capacity of the HNSs, both on the HQ and branch level, and existing capacity building support to HNS from partners.
- You review and suggest ways to improve program budget preparation, budget control and reporting procedures and cash flow management.
- You work with the HNS management to identify skill gaps and training needs in financial management and put together a training development plan to obtain the required skills and competencies.
- You work closely with other members of the Movement and assist the HNSs in learning from experiences of other HNSs operating in similar contexts.
D) Representation & Fundraising
- You thoroughly familiarize yourself with the strategy, policies and activities of URCS and share this knowledge with BRC-Fl’s Headquarters.
- You introduce, explain and monitor BRC-Fl’s strategy and policies towards the partner and other external stakeholders.
- You assist in elaborating coherent, relevant and qualitative project proposals in close cooperation from a finance perspective.
- You develop and maintain a good knowledge of both in-country and Belgian/ international funding opportunities and their requirements.
- You actively identify and seize opportunities for expertise-delivery by BRC-FL or funding.
Who are you
Education
- University degree in financial management, economics or business administration.
2. Experience
- Min 2+ years of working experience in project financial planning and management
- Professional experience in financial management, project audits etc.
3. Skills and knowledge
- Excellent interpersonal skills and good communicator
- Skills in training and developing staff
- Very good MS Excel knowledge
- Good MS office skills
- Ability to work with a minimum of direct supervision
- Ability to prioritize and meet deadlines
4. Languages
- Fluent written and spoken English and French
- Dutch language skills are an asset
