Duties- Plans, organizes, and directs the activities as School Liaison Specialist. Interprets and implements Headquarters (HQ) and MAJCOM guidance and policies as they pertain to military child education.
- Is responsible for identifying, coordinating and obtaining a variety of resources and services for Air Force family members who have physical, developmental, emotional and/or intellectual limitations.
- Functions as an intermediary and advocate between installation leadership, parents and school administrators. Attends multi-functional meetings to present concerns, solutions, suggestions to school board officials and base leadership.
- Performs a variety of marketing and public relations strategies and administrative responsibilities related to military child education and EFMP support needs and services. Prepares reports, information papers, fact sheets and studies as required

- Work occasionally requires travel away from the normal duty station on military or commercial aircraft as well as travel in the local area by motor vehicle.

- IAW SA-2020-25 This position requires a physical/medical examination.
- This is a Testing Designated Position (TDP). The employee is subject to random drug testing.

- Position will be developmental to the target grade of GS-11. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade
- No PCS cost, recruitment is limited to the local commuting area of Kleine-Brogel, Belgium.
- This is a part time position, working 30 hours weekly/60 hours bi-weekly.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE FOR GS-09:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working with pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources (people, money, or equipment) governing military connected student school support programs. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to Pre K-12 Education. Comprehensive knowledge and understanding of qualitative and quantitative skills for resolving issues or concerns identified by the community regarding Pre K-12 education. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management.
OR EDUCATION FOR GS-09: Successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION GS-09: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master’s or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
SPECIALIZED EXPERIENCE FOR GS-11:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working with evaluation techniques to determine the effectiveness and efficiency of primary and secondary education programs and projects. Working with policies, and regulations governing the operations of school systems and applicable regulations. Skill in conducting interviews to establish the nature and extent of concerns/issues, provide assistance in developing goals and plans, and determine appropriate referral services/options. Ability to coordinate with a variety of regulatory, enforcement, and other agencies and develop recommendations to assist parents, school systems and military leadership with developing policies and resolving issues.
OR EDUCATION FOR GS-11: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION GS-11: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of educational principles, practices, and concepts to serve as a liaison between the military community and local school system(s).
- Practical knowledge of social services delivery systems as well as practices, procedures, and methods utilized for accessing them.
- Knowledge and ability of evaluative techniques and data collection to determine the effectiveness and efficiency of primary and secondary education programs and projects.
- Knowledge of policies and regulations governing the operations of public schools systems and applicable Air Force regulations.
- Ability to use interviewing theories and techniques to gather education and personal information in order to advise individuals regarding primary and secondary education needs/opportunities.
- Skill in establishing and maintaining effective working relations using tact and diplomacy in interactions with individuals/families, school representatives, and leadership.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- IAW SA-2020-25 This position requires a physical/medical examination. The physical/medical requirements of this position as determined are: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
