Context:
Under the overall supervision of the Regional Director (RD) of the Regional Office ( RO) of

European Economic Area in Brussels and the direct supervision of the Head of Policy and

Programme Support Division (PPSD), the successful candidate will identify opportunities for

promoting and implementing IOM’s strategic objectives for the European Union (EU) and the

EU+ European Economic Area (EEA)+Switzerland region, elaborate and co-develop project

ideas and concepts, develop strategic partnerships with the Brussels-based donor community

and provide programme development support specific to the EU in the EEA region.

The Regional Programme Development Officer will provide guidance and verify the compliance

with European Commission (EC) funding and reporting procedures of EU-funded programmes

in IOM Country Offices (COs) worldwide, and will coordinate and facilitate with the Head of

PPSD the resource mobilization liaison efforts with EU services.

Core Functions / Responsibilities:
1. Keep abreast on funding trends, policies and strategic priorities and budgetary planning

cycles related to EC financial instruments and thematic programmes.

2. Analyze EU funding architecture, contribute to the design of strategies for outreach, resource

mobilization and liaison. Counsel on opportunities to engage in relevant EC processes and

planning cycles (e.g. mid-term reviews of Country Strategy Papers).

3. Support the design and formulation of systems for improved coordination and information

sharing for identification of IOM-relevant funding opportunities for IOM COs worldwide.

4. Contribute and provide technical support in managing overall fundraising data and

information. Prepare and maintain updated records and reports on a periodic basis and

contribute to the preparation of the annual resource mobilization report and work plan.

5. Ensure the upgrading of internal project tracking procedures for EU-funded projects, including

updating project databases as well as coordinating proposal and report reviews with relevant

units at Headquarters (HQ) and Regional Offices (ROs).

6. Provide technical assistance and guidance to IOM’s Country and Regional Offices worldwide

in the development of projects in response to EC calls for proposal and tenders, in compliance

with donor requirements and priorities. Coordinate preparation and submission of high quality

project proposals.

7. Provide general guidance on EU-funded programmes for IOM Cos. worldwide. Review the

CO’s concept notes, programme fiches and reports, to ensure quality control and compliance

with EC submission guidelines

8. Contribute to the finalization of agreements with the EC. Advise and guide IOM COs with

respect to EC requirements on visibility, monitoring/verification COs, evaluations, etc.

9. In coordination with the Head of PPSD, establish contacts and liaise with the relevant external

counterparts in the EU institutions on funding opportunities, project development/negotiations,

and project implementation issues.

10. As and when required, coordinate with relevant units at HQ and the ROs, as well as external

counterparts with regard to the preparation of briefing materials for high-level meetings and

resource mobilization.

11. Develop and maintain contacts and networks with IOM’s National Project Development staff

to identify resource capacities and project development gaps, and to provide support.

12. Support Regional Thematic Specialists (RTS) in the identification of thematic regional and

multi-thematic funding opportunities.

13. Contribute to the conceptualization and design of IOM CO projects in order to promote and

implement IOM’s strategic priorities for the Region, in line with the IOM Constitution, IOM

Strategy, the Organization’s policies, thematic guidelines and the IOM Project Handbook and

any national and/or regional strategies and priorities.

14. In coordination with the Head of PPSD, provide programmatic guidance and support to IOM

COs involved in EU-funded programmes in Europe and worldwide.

15. Act as a resource person on all aspects of EU related project conceptualization for both the

Region and other COs worldwide.

16. Organise and provide training for IOM COs related to project development and

implementation, as well as EU funding opportunities as required.

17. Undertake travel duties relating to project development, monitoring of project implementation

and liaison with EU donor counterparts, as required.

18. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

  • Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law

and/or Business Administration, or a related field from an accredited academic institution with

five years of relevant professional experience; or

  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the field of migration issues both at policy and programme level;
  • Demonstrated expertise and experience in EC funding (from programming to compliance);
  • Experience in IOM project development and management;
  • Demonstrated high level of expertise and experience within the thematic area relevant to

project development;

  • Experience in liaising with national, regional and international institutions is a requirement; and,
  • Experience in liaising with EU institutions is an advantage.

Skills

  • Knowledge of regional issues and specifics is a distinct advantage;
  • Effectively interfaces with government officials of appropriate level on matters related to

substantive migration issues and the work of IOM;

  • Capacity to apply effectively the knowledge of migration issues within organizational context;
  • Ability to frame migration issues within their regional, global, and political context;
  • Knowledge of the EU structure and funding mechanisms; and,
  • Knowledge of monitoring and evaluation.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (French,

Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written).

Working knowledge of French or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,

which may include written and/or oral assessments.
