NATO CIS Group is looking for a Cell Head (DCOI Services Engineer)/Senior Engineer to act as the senior technical advisor to the NATO CIS Group on all lifecycle management activities related to the COI services domain. If you have experience in the operational business processes of COI/FAS services and in requirements analysis and engineering, this post is for you.
GENERAL BACKGROUND:
The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

Post Context
The J2/6 Division is the technical coordination authority for Deployable Communication Information Systems and is responsible for the operational integration, coordination, direction and provision of required technical services for the NATO Communications Information Systems Group and NATO Signal Battalions.
The Technology and Service Management Branch is responsible for Deployable Communication Information Systems (DCIS) Technical and Service Management coordination and providing operational integration, operations and exercise architectures, support and guidance to NATO Communications Information Systems Group and NATO Signal Battalions.
The incumbent is the senior technical advisor to the NCISG Commander and to the entire NCISG subordinate structure (NSBs and DCMs) on all lifecycle management activities related to the COI services domain. He is also responsible to the Head DCOI SS Section for managing the DCOI Services Engineering Cell.
Reporting Lines
This post reports to OCG CRCX 0010 - Section Head (DCOI Service Support), OF-4.
There are first line reporting responsibilities for the following numbers of staff: 1 × OF-2; 4 × A-2.
This post is deputised by:
OCG CRCE 0020 - Staff Officer (CIS Planner);
OCG CRCE 0060 - Analyst/Expert (Special Systems);
OCG CRCE 0040 - Analyst/Expert (Logistics);
OCG CRCE 0030 - Analyst/Expert (Operations).
Supervisory Duties: - First line reporting for x1 OF-2 and x4 A-2
Principal Duties
The incumbent’s duties are:
Responsible to the Head DCOI SS Section for leading, supervising and managing the DCOI Services Engineering Unit.
Provide focal point for representing the Commander NATO CIS Group concerning all COI/FAS Services matters and requirements (urgent to long-term; static and deployable) at NATO and other international and national headquarters, commands, agencies, conferences, working groups, and boards inside and outside SHAPE.
Senior NCISG COI/FAS Technical Advisor; she/he is also the senior Subject Matter Expert, supporting the design, integration and operation of deployable COI capabilities in accordance with ACO operational requirements.
Coordinate the provision of required functional services for operations and exercises.
Coordinate, collate and validate all overarching interoperability issues, involving DCOI systems and/or major subsystems. Liaise with ACO, ACT, NATO C&I Agency, NATO HQ and subordinates commands to ensure compliance of the DCOI architecture and capabilities with Minimum Military and FMN Requirements for deployed operations and exercises.
Analyse, develop and execute the exercise/operations lessons learnt analysis for the identification DCOI services capability shortfalls and initiate appropriate actions to address them.
Contribute to the NATO capability development process and associated programmes of work. Represent Commander NATO CIS Group at the OPS FS Baseline WG and Situational Awareness – Interoperability (SA-I) WG.
Provide consultancy services for Deployable COI services to ACO, ACT and Component Commands (CCs).
Survey external emerging developments, and evaluate new technologies, standards and methodologies that will have a positive impact on the quality of service.
Participate in external meetings/conferences that define IT-Standards in the CIS community.
Responsible for defining the NCISG DCOI personnel education and training requirements.
Coordinate the allocation of DCOI engineering resources in support of operations and exercises.
Coordinate and raise initial requirements for new FS development, amendments to existing requirements and projects.
Coordinate and raise initial requirements for Urgent Requirement Requests (URR) and Project Submission requests (PSR).
Coordinate and provide inputs concerning DFAS to ACO operational concepts and plans.
Provide technical support on Interoperability issues to engineers, contractors and support staff (also at NSBs) for assigned capabilities, projects and programs.
Deputize for Chairman of the NATO DFAS (NDFAS) Working Group (WG) and ensure the development of the NDFAS Support Concept.
Analyse and execute the direction from the Section Head.
Validate DCOI Services requirements from subordinate Battalion requirements.
Managerial Responsibilities – standard leadership and supervisory duties related to a leadership post:
Monitor performance and prepares military and/or civilian performance evaluation reports;
Responsible for the training of the staff;
Ensure continuous education to stay state-of-the-art regarding evolution of the NATO systems and the introduction of new NATO systems;
Provide guidance and sets objectives for teams and personnel.

Budget Authority Details: Provides input for NATO CIS Group budget requests
Decision Authority Details: Functional area decision authority. Analyse and execute the direction from the Branch Head and the section Head.
Special Requirements and Additional Duties
The incumbent may be required to perform like duties elsewhere within the organisation as directed.
The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.
The incumbent deputises for OCG CRCX 0010.
May act as Head of a Deployed Network Operations Centre (DNOC) for operations and exercises.
Mandatory Deployment Post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days’ duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).
Normal Working Conditions apply at the static location. Slightly undesirable conditions may apply at the deployed location.
The risk of injury is categorised as: No Risk at the static location/slight risk at a deployed location.
Essential Qualifications
a. Professional/Experience
Experience in the operational business processes of COI/FAS services.
Experience in requirements analysis and engineering.
Broad experience in Command and Control communication and information systems.
High level of organisational, coordination and communication skills.
Practical experience in the use of modern concepts for project management, configuration management, quality assurance and testing.
b. Education/Training
University Degree and 2 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 (Listening, Speaking, Reading and Writing).
Desirable Qualifications
a. Professional Experience
In depth experience in requirements analysis and operational testing of software systems used in military operations.
Broad knowledge of the principles and practical application of Software Engineering and resources planning, source identification, implementation of Automated Information Systems (AIS) solutions to plans and programmes and monitoring changing requirements of operational systems.
Senior Software Engineer/Requirements Analyst.
Broad experience in resourcing AIS requirements in support of consultation, command and control (C3).
Demonstrable evidence in maintaining knowledge of advances in IS engineering.
b.Education/Training
Post graduate degree in a field related to the functions of the post.
ITIL v3 certification.
PRINCE II certification.
Courses:

NATO EXERCISE PLANNING COURSE (NU)
Resource Management Education Program (RMEP)(NU);

Attributes/Competencies
a. Personal Attributes
Highly competent and skilled engineer, with broad experience on support to COI systems on operations and exercises.
Supervisory and management duties, as head of a broad team of engineers and technicians dispersed throughout 13 different countries, with direct reporting responsibilities.
A very high level of independent judgement is required.
A very high degree of initiative, as he can be deployed commanding an CIS Operations Centre on any NATO operation, mission or exercise.
b. Professional Contacts
Regular professional contacts with others inside and/or outside immediate organisation on functional matters. Solicits/gives information and provides advice/guidance to ACO, ACT and NATO and external agencies. Able to report to flag level inside and outside ACO.
c. Contribution to Objectives
The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organisational element.
REMARKS:
Duration of contract: Selected candidate will be offered a two-year Definite Duration contract.
