Statement of Work

Interoperability Standardization and NATO Software Factory
  • INTRODUCTION

The NATO Communications and Information Agency (NCI Agency) located in The Hague, The Netherlands, is currently involved in the development of new capabilities for NATO as well as in the support of existing capabilities. In the light of these activities, the C2 Service Centre is looking for solution architect with experience in C2 System Engineering, Data Lake, Data Modelling and Cloud Activities.
  • OBJECTIVES

The main objective of this statement of work is the development of new and maintenance of existing software modules, the improvement of cloud installations including automation and DevOps activities.
  • SCOPE OF WORK

The service will be delivered in Sprints, and each sprint will have the duration of two week.

3.1 CTO OFFICE / NATO SOFTWARE FACTORY

Within the context of the NATO Software Factory, the single NATO engineering environment, the selected personnel will undergo activities related to the MS Azure NATO cloud. Including, but not limited to: architecting, development, security, improvement of development and testing pipelines, refinement and documentation of processes. The selected personnel will also collaborate with different teams within NCI Agency in order to develop activities conducting to the harmonization of different technologies.

3.2 INTEROPERABILITY STANDARDIZATION

Within the context of the Interoperability Standardization Program of Work, as well as other related projects, the selected personnel will undergo different development and engineering tasks related to interoperability of multinational systems.

  • COORDINATION & REPORTING

5.1.1 The contractor shall participate in a kick-off meeting within five working days after the signing of this contract. This could be a meeting at the Purchaser’s facilities in The Netherlands or be done via electronic means using Conference Call capabilities. During the kick off meeting, the contractor will provide and discuss a plan for executing the tasks under this statement of work. Purchaser and Contractor will discuss the plan and amend where appropriate. The contractor will provide email minutes containing at least decisions and actions decided during the meeting.

5.1.2 The contractor shall participate in weekly status meetings, done via electronic means using Conference Call capabilities. The contractor will initiate this meeting and provide email minutes containing at least decisions and actions decided during the meeting.

5.1.3 The contractor shall conduct remote exception reporting via electronic means as required. Exception reporting to take place within two working days of the exception occurring and is to include, as a minimum, the reason for/ cause of the exception, the impact of the exception, proposed action plan to address the exception for approval by the purchaser, and the residual impact. The format of the reports will be agreed between the purchaser and the contractor within five working days after the kick-off meeting.
  • SCHEDULE

6.1.1 This task order will be active immediately after signing of the contract by both parties.

6.1.2 The contractor will propose a kick off meeting within one week after signing of the contract.

6.1.3 It is expected that the consultancy starts 15 December 2022 and ending not later than 31st December 2022. The 2023 Option starts at 1st January 2023 and ends 31st December 2023.
  • CONSTRAINTS

7.1.1 All the documentation provided under this statement of work will be based on NCI Agency templates.

7.1.2 All architecture artefacts, scripts, documentation and required code will be stored under configuration management in the provided GIT in the NSF Cloud.

7.1.3 Part of the service may involve handling classified networks, therefore, a security clearance at the right level is expected for the contractor undertaking this project.
  • PRACTICAL ARRANGEMENTS

8.1.1 The contractor will be required to provide the service off site, although some on site service is expected. The contractor can deliver the service remotely, although the following travels will be responsibility of the contractor:

A maximum of 2 x 1 week travel within the EU. Likely Italy and Netherlands.

Travel expenses will be reimbursed to the individual directly (outside this contract) under NATO rules. Travel arrangements will be the responsibility of the contractor and the expenses will be reimbursed in accordance with Article 5.3 of AAS Framework Contract and within the limits of the NCIA Travel Directive

8.1.2 The service depicted in this SOW is expected to be carried by a single contractor.

Requirements
  • QUALIFICATIONS

For the tasks under this task order, we require the contractors to have the following qualifications:
  • Experience working in the NATO Software Factory (NSF) or other industrial equivalent cloud implementations such as AWS or Azure.
  • The contractor has strong knowledge and practical experience (a minimum of 12 months in the last 24 months) with:
  • Software Architecting
  • Agile software development in C/C++/C#, Java;
  • Test automation
  • Docker containers
  • Kubernetes / Azure Kubernetes Service (AKS)
  • CI/CD tools such as:
  • Jenkins

ii. SonarQube

iii. WeaveScope

iv. Ansible
  • Terraform

vi. Junit or Nunit

vii. Selenium

viii. MS Visio
  • Infrastructure as code (IaaC). Ansible and Terraform.
  • Knowledge of modern software development methodologies (e.g. Software development life cycles, Agile methodologies), a certification in the field of agile software development is a plus.
  • General knowledge of database management systems (DBMS) and data management concepts,
  • The contractor is well experienced with XML, XSD and XPATH,
  • The contractor has significant experience in one of the following TOGAF, NAF or DODAF,
  • The contractor is familiar with including DNS, domains, PKI certificates, network designs;
  • The contractor has a flexible, cooperative and customer focussed attitude; sets high standards for quality and quantity; monitors and maintains quality and productivity; works in a systematic, methodical and orderly way;
  • The contractors are able to speak and write fluent English since the work is conducted in English;
  • The contractors have the nationality of one of the NATO nations.
