Location: NCI Agency facilities in Braine L’Alleud, BELGIUM (onsite) or Contractor’s facilities (off-site). Travels to other NCIA locations may be requested by the project. In those cases, travel expenses will be costed and preapproved by the NCI Agency Project Manager as per the NATO travel regulations.
Not to Exceed Rate: Base 2024: 93,600 EUR (2025 Option: 31,230 EUR)
Required Start Date: 15 July 2024 (Option: 2 Jan 2025)
End Contract Date: 31 December 2024 (Option: 28 Feb 2025)
Required Security Clearance: NATO SECRET
Part 1 - Bidding instructions
Technical Proposal
Bidders shall submit a proposal clearly providing the following information:
- The proposed approach to address the required scope of work and the required delivery and milestones plan.
- CV and attestation of the assigned resource for the project.
Introduction
NCI Agency is executing a Project called SATCOM Architecture Ground Segment - Mid-Life Upgrade (project codes NSP016881, 2016/0CM03126). The purpose of this Project is to review the current SATCOM Target Architecture (TA), AS-IS, and provide an updated version, TO-BE, including technical analysis of the Target Architecture in relation to the Architecture requirements, to support the evolution of NATO-operated SATCOM ground segment, driven primarily by the progressive implementation of Capability Package (CP) 9A0130. NATO SATCOM Ground Segment covers Satellite Ground Stations (SGS), Satellite Ground Terminals (SGT), Control Centres (CC), Transportable Satellite Ground Terminals (TSGT) and Deployable Satellite Ground Terminals (DSGT).
Scope Of Work
The contractor shall support the below activities with guidance from the NCI Agency Point of Contact or delegated staff:
- Support for development and baselining of the existing architecture (AS-IS),
- Support for elicitation of requirements by conducting workshops with the stakeholders,
- Support for development of a Target Architecture (TO-BE) and its technical analysis.
Deliverables
The Contractor is required to provide specialised support to the NCI Agency as defined in the following deliverables:
- Development of target architecture for NATO SATCOM ground segment and through developed architecture, provision of guidance tailored to each of the projects;
- Create high level architectural diagrams in-line with project requirements and overall architecture;
- Analyse the system level interrelationships and their effect on the overall architecture taking into account down to component level such as antennas, modems, and all associated monitor and control systems;
- Technical analysis of the Target Architecture in relation to the Architecture functional and non-functional requirements,
- Support multidisciplinary teams and technical and operational stakeholders;
- Participate in meetings with technical and operational experts, offering advice, seeking and applying solutions, recording and monitoring agreed action items;
- Liaise with Chief Technology Office (CTO), engineering, project management and operational teams;
- Provide advice on best courses for programme success.
Deliverable 1: Existing Architecture (AS-IS) Documentation
Deliverable Due Date: 15 SEP 2024
Value (of total contract): 40% of Base Period Price
Deliverable 2: Target Architecture (TO-BE) Documentation
Deliverable Due Date: 20 DEC 2024
Value (of total contract): 60% of Base Period Price
Deliverable 3: 2025 Option: Updated Target Architecture (TO-BE) Documentation as response change requests from stakeholders
Deliverable Due Date: 28 FEB 2025
Value (of total contract): 100% of Optional Period Price (if exercised)
Payment Conditions: The payment shall be dependent upon successful acceptance of the Delivery Acceptance Sheet (DAS) including the EBA Receipt number
Coordination And Reporting
The Contractor shall report the status of the following deliverables as required by the NCI Agency project team:
- Existing Architecture (AS-IS) Documentation,
- Target Architecture (TO-BE) Documentation.
The period of performance for base period is from 15 July 2024 (tentative) to 20 December 2024. In case the option will be requested by the NCI Agency, the period of performance for the option is from 02 January 2025 to 28 February 2025.
Practical Arrangements
NCI Agency will provide one NATO RESTRICTED REACH laptop computer to the contractor during the execution of the Contract. The contractor shall return this laptop computer back to NCI Agency after completion of the Contract.
The contractor may be required to travel to other NCI Agency or NATO locations for
completing these tasks. Travel expenses will be reimbursed separately in accordance
with AAS+ Framework Contract provisions and the NCIA Travel Directive.
Contractor’s Profile Requirements
For the execution of this contract, a senior SATCOM engineer with the following qualifications is required:
- Talented engineer with extensive knowledge of SATCOM systems focusing on both ground terminals, ground infrastructure and SATCOM space services;
- Nationally recognized/certified engineering university qualification with preferably Master of Science degree;
- Valid security clearance at minimum NATO SECRET level;
- Excellent knowledge of MS Office and Visio;
- Able to receive and execute tasking in accordance with direction from NCI Agency leadership;
- Ability to plan and execute assigned project tasks taking into account policies, programme goals, and priorities, funding and other planning constraints;
- Ability to work on their own and as part of a team;
- Motivated, good communication skills, team player;
- Strong listening and communication skills in English;
- At least 10 years of experience in concept, development and execution of projects and scientific programmes (preferred);
- Prior experience of working in an international environment comprising both military and civilian elements (preferred);
- Knowledge of NATO responsibilities and organisation (preferred);
- Knowledge of NATO Communication and Information Systems Infrastructure (preferred).
