Head of R&D Strategic Resource ManagementAs Head of R&D Strategic Resource Management, you will be the single accountable leader who will lead the groups accountable for data generation and quality and will assume accountability for establishing a clear framework and effective process for pan-R&D Strategic Resource Management.
In this role, you will be responsible for leading and managing the Resource Management function in GSK R&D, supervise all resource and capacity management processes activities in R&D (end-to-end, including effort tracking) and be directly accountable for providing consistent, simple, efficient and sustainable resource & capacity management practices across the entire R&D organization.
You will lead a team that ensures excellence in resource forecasting (FTE/IPE and EPE) across the R&D organization to enable confident decision-making and support robust drug/vaccine development project management and portfolio governance processes. In this role, you will be a key partner to both project communities (as they define their resources’ needs and budget), to the Functions (as they need to understand their resources’ demand to deliver the pipeline, understand their capacity, and manage it towards our biggest priorities) and to the Governance (as they need to understand how our workforce is utilized and our ability to deliver the pipeline).
You will review the continued evolution and accuracy of IRM by examining the stats, key trends and creating the feedback loops across/within the functional lines that ensures we improve this.
You will ensure the development and execution of clear business plan detailing the evolution of the resource management team within PPRM, and will be an integral and pivotal member of the PPRM Leadership Team responsible for contributing to the direction and success of the team and for the personal development of staff.
You will take full responsibility for the new Project Resource Optimization process and meetings, gathering the Project and the Functions to align on resourcing gaps, consider whether all programmes are adequately (maximally) resourced today in a sustainable way, and ensure we do whatever needs to be done (including adapted sourcing strategies and trade-offs) to ensure the pipeline is resourced adequately. You will also prepare and participate to different governance such as the dPR (dynamic Portfolio Review) to represent the Resources related inputs.
In this role you will:
- Be accountable for Integrated Resource Management, and Line leadership of RM teams: Lead and manage the teams responsible for the generation and aggregation of resource utilisation data across R&D (both forecasts and actuals), generating insights for the lines they support, and drive the continuous improvement of the data quality within these tools and systems.
- Define and lead the Strategic Resource Management strategy for GSK R&D. It includes the development and maintenance of enterprise resource & capacity assessment, planning & tracking to enable the R&D organization to optimize its allocation of resources and ensure a shared, trustworthy and credible single version of the truth vis-à-vis capacity, resources demand, effort actuals, bottlenecks, and priorities management.
- Reporting: Design and oversee development and maintenance of a reporting framework for this data, to include generation of exceptionally clear, user-friendly standard dashboards for use in management review across R&D and as a component of the corporate MPU report.
- Management monitoring and governance:Establish and embed an efficient and sustainable capacity management monitoring and decision-making process across R&D lines to enable the agile (re)deployment of R&D resources to critical programmes and priorities.
- Enterprise capability-building: Lead the development of a training and capability-building framework for Project development teams and functional lines to build understanding of strategic resource management and their role in this. Build organisational confidence in using and interrogating these datasets and analytics
- Goal-setting & incentives:Recommend to the RDLT and R&D lines what goals and objectives should be introduced to drive SRM capability and incentivise lines to adopt dynamic and agile resource management practices. Propose goals and incentives that encourage interdependency and ‘shared enterprise’ across R&D lines and functions eg pipeline teams, functional lines, HR, finance.
- Benchmarking: Drive and conduct external benchmarking initiatives related to the resource management, and drives continuous improvement activities across all aspects of team: processes, deliverables, discipline knowledge and technologies.
- Talent management:Designs, builds and develops a team that consistently and successfully achieve organizational objectives, advance strategic goals and adopt/ develop leading edge resource management methodologies.
- Governance:Organize and lead the new Project Resource Optimization process and meetings, gathering the Project and the Functions to align on resourcing gaps, consider whether all programmes are adequately (maximally) resourced today in a sustainable way, and ensure we do whatever needs to be done
- Stakeholders management:Leads the improvement of project related resource and financial forecasting acumen across stakeholder groups to drive uptake, understanding and appreciation of delivered solutions.
- Serve as key contact with R&D business partners across line functions, portfolio and finance groups for Resource Management
Why you?
Qualifications & Skills:
- Bachelor’s degree or more advanced in a scientific or business discipline together with >10 years’ experience in Drug/Vaccines Development, Line and Matrix Management, Resource Management, and Change Management.
- Understanding of resource and capacity management at the project/functions/portfolio level. This would include the governance process as well as the budget management processes.
- Exceptional analytical skills; you’ll be able to work comfortably with technical data and systems.
- A track record in leading a global project or resource management function, with significant organizational impact.
- Experience working independently with senior executives and the ability to quickly build personal credibility and assimilate business issues/need.
- Highly effective influencing and negotiations skills in challenging, ambiguous and/or changing environments.
- Highly effective verbal, written, presentation communications skills.
- High level of energy, enthusiasm and commitment.
Preferred Qualifications & Skills:
- MBA or PhD degree in scientific or business discipline together with substantial industry experience within their given business or therapeutic/disease area including all of the disciplines listed previously.
- PMP or similar certification, Planisware (scheduling software) experience, Excel and Spotfire/PowerBI knowledge
- Manages change/challenges with a positive approach and flexibility for the individual, the team and the business. Sees change as an opportunity to improve performance and add value to the business.
- Ability to incorporate strategy and organizational considerations
- Self-motivated with the ability to work independently, to develop credibility with colleagues within and outside GSK.
