As ICT Security Manager you will be responsible for:

• To perform, in co-operation with IT staff, Risk Analysis for several Information Systems. The candidate will participate in the definition of IT security measures that cover the protection of the confidentiality, integrity and availability of the Information Systems in use in DG CONNECT. These Risk Analysis’ and the specifications of the IT security measures will cover areas like infrastructure, network and software components as well as the overall system security monitoring and maintenance.
• To review the IT Security Plans of DG CONNECT. The candidate will review the existing IT Security Plans or write new Security Plans according to the specifications defined in the “Commission Decision 2017/46 on the security of communication and information systems in the European Commission" and its implementing rules (C(2017) 8841). These Security Plans include information (scope, responsibilities, organisation…) related to DG CONNECT Information System(s) concerned, old and new. They will also include a description of the IT security measures to implement, the resource requirements and the means to monitor the effectiveness of the Security Plan.
• To draft, when necessary, documents summarising findings, options and recommendations to be presented to internal Committees (ITSC, ...)
• To take into account the IT standards and procedures matching specifications delivered by the Security Directorate of DG DIGIT and work closely with the Local Informatics Security Officer (LISO) of DG CONNECT.
• To involve the management and development teams of the unit with the use of agreed methodology and tools.
• To provide practical instructions and guidance concerning IT security to the operational services.
• To review the Business Continuity Plan (BCP) in force by incorporating the risks linked to potential cyber-attacks and to suggest complementary measures.

SKILLS & TECHNICAL KNOWLEDGE

• In depth knowledge of Information Systems security and security management methodologies and tools
• Good knowledge of IT technologies, especially the ones in use at the Commission (Oracle, Linux, Coldfusion, Java, Node.js, Drupal, PHP) and in security of these technologies
• Good knowledge of IT security standards (ISO 17799/27001, ISF, COBIT, ITIL, NIST, Common Criteria).
• Previous experience with ITSRM², the IT Security Risk Management Methodology of the Commission, is an asset.
