Skills, knowledge, experience required:
  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline, (such as, Science, Computer Science, Engineering or Information Technology) and 2 years of post-related experience;
  • OR exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCA, that is, at least 6 years of an extensive and progressive expertise in duties related to the function of the post;
  • Experience in Configuration Management, Configuration Control and Status Accounting;
  • Experience with ITIL change management best practices;
  • Practical experience in the usage of change management tools;
  • Knowledge of Quality Management principles;
  • Experience in the operation of Change Advisory Boards (CAB);
  • Experience organizing meetings and committees;
  • Relevant ITIL training certification.
Desirable:
  • Post-secondary training in IT;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.
Duties/role:
  • Managing the entire life cycle of the Enterprise IT Change Management across infrastructure, platform and software as a service;
  • Developing implementation plans for complex requests for change;
  • Ensuring that appropriate actions have been planned to minimize the risk of failure and the impact on users during change implementations;
  • Evaluating risks to the integrity of the service environment inherent in proposed implementations (including availability, performance, security and compliance of the business services affected);
  • Seeking authority for those activities, reviewing the effectiveness of change implementation and proposing improvement to organisational procedures governing change management;
  • Guiding and supporting the Service Delivery Managers, Project and Lifecycle Managers in their Requests for Change;
  • Liaising closely with NATO Cyber Security Centre and Independent Verification & Validation Service Line in assessing change requests;
  • Managing and prioritizing Requests for Change using the IT Service Management Toolset;
  • Developing knowledge articles and developing change models within the IT Service Management Toolset;
  • Chairing the Change Advisory Board and preparing the Agenda and Minutes;
  • Escalating high impact change to executive management for final approval;
  • Supporting change release and deployment to Operations and Exercises;
  • Compiling IT Change Management Key Performance Indicator Reports to senior management;
  • Maintaining IT Change Management discipline ensuring the correct policies, process and procedures are routinely followed;
  • Deputizing for higher grade staff, if required;
  • Performing other duties as may be required.
