Contract Duration: It is intended to receive consultation services for a period of 3 years. NATO OCIO has committed necessary funds for 2021 and for future years subject to budget approval.
The Project Coordinator / Business Analyst must be in possession of a security clearance at NATO Secret or above level

ICT Project Coordinator / Business Analyst

1. INTRODUCTION
NATO Enterprise includes more than 40 entities and more than 20000 people and is currently based on highly federated model for ICT management. NATO office of Chief Information Officer (OCIO) is embarking on journey to change way information technology is managed in Enterprise, at time when key programs and projects aiming at innovating its IT infrastructure and services are starting and/or are being planned.
OCIO is new structure being created at NATO HQ, Brussels aiming at establishing more coherence and efficiency, adopting truly Enterprise-based approach. One of core activities of office will be to identify, understand and monitor evolution of specific IT projects and programs, with objective to steer their implementation towards a more coherent architecture.
2. TASKS TO BE PERFORMED

Project Coordinator / Business Analyst will have understanding of various management processes (budget management, sourcing management, project management, enterprise architecture) in area of ICT management and cybersecurity and will support initiatives such as:

Organizing workshops with technical and senior management stakeholders, including supporting execution, creating products reflecting outcomes of sessions, facilitating their sharing, understanding and value-creation across NATO Enterprise; Drafting specific deliverables, such as inter-agency agreements, policy proposals, SLAs, facilitating their evolution and agreement across community of civilian and military stakeholders; Following specific communities of interest, participating to official meetings and reporting to team on specific issues, tasking, follow-up actions; Other tasks as required

Project Coordinator / Business Analyst will be working with highly skilled team composed of both technical and senior management staff, and will need to be able to successfully integrate in environment composed of military and civilian stakeholders, including senior managers and decision-makers.

Requirements:

• NATO Secret or above level
• Experience within NATO dealing with ICT (and cybersecurity) project implementation and standards, including exposure to NATO’s procurement process
• IT Project Management principles (e.g. quality/time/budget management, project KPI definition, project risk management)
• IT architecture knowledge (e.g. cloud computing architectures and products, experience with Amazon AWS or Microsoft Azure; cybersecurity architectures, experience with market leading products and technologies)
• Enterprise Architecture concepts (e.g. business architecture definition, technology architecture design); and ability to understand and exploit above with given tasks in line with business objectives
• University degree at nationally recognised / certified University in related discipline and 3+ years post related experience
• Experience working in large organizations, either military or civilian
• Knowledge and multiyear experience with organizing, managing and supporting various (international) operations, activities, units or projects related to defence, security and ICT
• Experience with leading staff on large and complex projects
• Advanced user level knowledge of Excel, Word, PowerPoint and SharePoint is a must
• Strong and documented knowledge of English, both written (including ability to draft and redact papers in complete autonomy) and spoken is essential
