We are seeking a skilled and dynamic Program Manager & RFQ Specialist to lead a transformative initiative aimed at reshaping our network construction partner landscape. This role combines 80% program management responsibilities and 20% RFQ specialization to drive innovation, efficiency, and excellence in network construction and partner selection. You will oversee approximately 20 strategic initiatives and work towards identifying cost-effective solutions while redefining our approach to network infrastructure.

Responsibilities:

Program Management (80%)

  • Coordination and Alignment:
  • Coordinate with initiative owners and stakeholders on content, timing, and dependencies of strategic initiatives.
  • Align activities across various domains, including RFQ, payment, regional governance, quality, tooling, collaboration, and training.
  • Monitoring and Reporting:
  • Track and report on the status, risks, issues, and benefits of the program.
  • Ensure the quality and availability of deliverables and adherence to program objectives.
  • Regularly report progress and performance to senior management.
  • Conflict Resolution and Improvement:
  • Facilitate the resolution of conflicts and escalations within the program.
  • Identify and implement opportunities for improvement and synergies across the program.
  • Governance and Communication:
  • Define and implement the program governance structure, including roles, responsibilities, and communication plans.

RFQ Specialist (20%)

  • Vendor Sourcing and Selection:
  • Conduct market reviews to identify potential vendors for network construction and maintenance.
  • Develop and execute a vendor selection process, including reference markets, request for proposals, bid evaluations, vendor qualifications, and contract negotiations.
  • Cost Reduction and Contract Innovation:
  • Explore and implement new schemes for cost reduction, efficiency improvement, and quality enhancement with vendors.
  • Evaluate the impact of proposed schemes, including labor regulations, public domain regulations, and financial considerations.
  • Contract Management:
  • Define contractual terms and conditions, such as SLAs, volume commitments, and contract durations.
  • Ensure vendor compliance with contractual terms, legal, and regulatory requirements.
  • Optional: Vendor Onboarding and Performance:
  • Oversee the vendor onboarding process, including contract signing, project initiation, and service level agreements.
  • Monitor and evaluate vendor performance, quality, and satisfaction, providing feedback and support for improvement.

Qualifications:

  • Strong knowledge of the network construction and maintenance market, trends, technologies, and best practices.
  • Proven experience in program management and vendor management.
  • Excellent communication, negotiation, and relationship management skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Highly analytical with strong detail orientation and problem-solving skills.
  • Experience with Proximus or similar systems is ideal.
