Overview

Systems Planning and Analysis, Inc. (SPA) is a well-established and progressive defense contracting company in the Northern Virginia area just a few miles south of the Pentagon. SPA has an immediate need for a Project Manager and Work Package (WP) 10 Lead

Responsibilities
  • Facilitate and enable the integration of ITM Recovery Increment 1 new and modernized services;
  • Support the WP10 dependencies with other work
  • Analyse and validate the relevant Service Delivery Packages (SDP) concerning the ESOC and in particular the associated processes, tools, documentation and training materials;
  • The planning, implementation and management of assigned projects and in accordance with the appropriate NATO regulations and NCIA project management policies and procedures;
  • Execute the necessary Quality Assurance functions essential to the successful delivery of capability and services;
  • Deliver projects within defined Time, Cost and Quality tolerances;
  • Participate in other project management related activities;
  • Undertake relevant technical support activities;
  • Performs other duties as may be required.
Qualifications

Required Qualifications:
  • A Bachelor’s degree at a nationally recognised/certified University in a related discipline, such as, Engineering or Applied Science and at least 2 years post-related experience;
  • Recent experience in the successful Project Management of major C4ISR acquisition and/or development projects for a large organization;
  • A recognised formal Project Management qualification, such as PRINCE 2/PMP. The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain;
  • Experience in planning, design, system engineering and implementation of communication aspects of C4ISR systems;
  • Knowledge of configuration management concepts, system life cycle management and quality
  • Proven ability to work well in a team in his/her field of activity;
  • Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Technical leadership experience;
  • Knowledge of Project Management automation tools (i.e. MS-Enterprise Project Management);
  • Knowledge of NATO responsibilities and organization, including Allied Command Operations and Allied Command Transformation
  • In possession of an active National and/or NATO Secret security clearance
