NATO CIS Group is looking for a qualified and suitable candidate to fill this post as a temporary staff from January to 31 December 2023. If you meet the requirements described in the job description below and wish to work in a fast paced international environment, this post is for you.
In view of the nature and of the urgency of this temporary position, it is important for candidates to be available for temporary employment as of January 2023. In practice, this implies being in possession of valid NATO security clearance at the time of application, or having been in possession of such a clearance with the possibility to reactivate it swiftly. GENERAL BACKGROUND:
The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

Post Context
The J-5 Division is responsible for the development of NCISG overall internal Concepts and Policies, the J5 Division will support DCIS Capabilities developments and will lead NCISG activities regarding Implementation and Improvement of delivered DCIS capabilities.
The Capabilities Development/Implementation and Improvements Branch is responsible for the improvement of the DCIS Structure and for direct coordination with ACO, ACT, NCIA, NSPA, NATO HQ IS and IMS, and Host Nations on the development and implementation of Capabilities related to DCIS.
The Implementation and Improvements Section is responsible for ensuring the continuous improvement of the DCIS Capabilities.
The incumbent will assist with the identification and coordination of relevant operational DCIS and SATCOM requirements, the preparation/ development of Customer Request Forms/ Urgent Operational Requirements / Minor Works, and assist with the collection and coordination of NATO DCIS O&M Requirements, MTRP and DCIS SLA updates/changes in support of NATO2030 DCIS requirements.
Principal Duties
The incumbent’s duties are:
1. Identify, develop and confirm operational requirements set by the operational community in support of NATO 2030.
2. Assist in the production of all Deployed CIS inputs to ACO’s Medium Term Military Plan (MTMP), and Medium Term Resource Plan (MTRP) and its coordination with SHAPE.
3. Support the integrated resource management function within ACO through provision of relevant data for DCIS.
4. Support the preparation and development of NSIP documentation (i.e. Urgent Operational Requirements, Minor Works and Capability Program Plans) regarding DCIS and SATCOM, proposed for funding the NATO Security Investment Program (NSIP) in support of NATO 2030.
5. Assist in the resource management process for DCIS Capabilities for the budget development.
6. Assist in the collection, co-ordination and consolidation of NATO DCIS Service Operating and Maintenance (O&M) Requirements in support of NATO 2030 and associated financial planning for the Consolidated Resource Proposals (CRPs) and Budget submissions.
7. Identify, specify, monitor and prioritize common funded operational requirements needed to address gaps or deficiencies in Deployed CIS capabilities for NATO2030 fulfilment.
8. Support the CIS services resources management and control activities of the DCEP budget as reflected in the DCIS Service Level Agreement.
9. Support the provision and operation of DCIS capabilities, including the continuous prioritization with NCI Agency on the activities and available resources to be executed in support of NATO 2030.
10. Assist the development, review and amendment of NCISG formal agreements, Service Level Agreements, Directives, Standard Operating Procedures and Operating Standard Instructions.
11. Assist in the provision of continuous analysis on Deployable CIS capability status & project execution of NATO2030 initiatives.
12. Contribute to the financial and operational definition of the new Deployable CIS requirements through collection of lessons-learnt and operational requirements identified in support to the NATO Command Structure for NATO 2030.
13. Assist with the monitoring of the financial and operational implications of enhancements and rationalization of NATO CIS Group assigned DCIS and Static CIS.
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to perform duties elsewhere within the organisation as directed. The incumbent may be required to undertake TDY assignments.
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

Essential Qualifications
a. Professional/Experience
- Experience with coordinating staff work in a NATO or National CIS Organisation.
- Experience in project and resource management related to equipment/system projects.
- Experience with resource planning, monitoring and control.
- Background in resources, operations or logistics support of CIS including at least 2 years pertinent and practical experience.
b. Education/Training
Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 (Listening, Speaking, Reading and Writing).
Desirable Qualifications
a. Education/Training
- A formal project management qualification such as PRINCE2 or PMI PMP.
- A formal risk management qualification such as Management of Risk (MoR).
- (Not in ACT Catalog) - RESOURCE MANAGEMENT EDUCATION PROGRAMME (RMEP)COURSE (NU) (LSR-LC-3030) provided by NATO - School Oberammergau (NSO).
WHAT WE OFFER
• 38 hours per week schedule;
• 2.5 paid days of leave per month worked;
• Fulfilling working atmosphere in an international and military community;
• Contract period: a maximum of 12 months employment period could be offered, ideally from 1 Jan to 31 Dec 2023.
• Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation.
• Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes + basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The cost for insurance amounts to approx. 9% of basic salary (2/3 payable by the Organisation and 1/3 payable by staff).
• For staff eligible under NATO rules, there is also a dependent child allowance and coverage for dependent children for medical benefits;
