CONSULTANCY SUPPORT FOR
NCOP TECHNICAL SUPPORT SERVICES
1 SCOPE
NCOP (NATO Common Operational Picture) is the next generation system providing the COP (Common Operational Picture) for NATO and delivered across the NCS (NATO Command Structure) and training sites for modern situational awareness with several interfaces to build a most-complete COP. Technologies involved cross all Microsoft technologies on server and client sides (SharePoint, SQL, BizTalk, Web client including Silverlight, WCF web services, Windows with IIS web server).
2 OBJECTIVE
The purpose of this document is to define requirements for delivering Technical Support services for NCOPto NCI Agency projects and customers. The contractor assigned shall formally report to the Situational Awareness (SA) Service Area Owner (as Task Order officer) and work in coordination with each Project Manager requesting technical support services.
3 TASKS
On-site at a NATO facility or at national military sites, the Technical support serviceswill deliver:
- Installation of NCOP nodes in accordance with the product documentation,
- Perform NCOP implementation verification tests and provide site activation report after each successful installation,
- Carry out in-depth system troubleshooting, fault finding and analysis of system malfunctions as directed by the local technical staff,
- Support operational sites to operate, monitor and maintain assigned systems, sub-systems or assets,
- Document appropriate actions to enable system administration and troubleshooting,
- Perform software testing or other relevant Quality Assurance activities for new baselines,
- Provide NCOP knowledge transfer to the local technical staff,
- Perform other duties as may be required in the area of technical support services.
- Up to 11 technical support services sessions in the NL/BE region (from 3 to 5 days)
- Up to 8 technical support services sessions in Europe (excluding NL/BE/TU regions) (from 3 to 5 days)
- Up to 3 technical support services sessions in TU region) (from 3 to 5 days)
Companies are invited to include all costs within proposed rates (including travel costs, accommodation, etc.)
Expected specific periods of work shall be agreed with Task Order officer.
Indicative location (country) and duration of work for bidding (for the baseline scope and option for 2022, and 2023 as option). Purchase orders will indicate quantities during the period of performance:
The NCIA team reserves the right to exercise an optional number of additional similar sessions, based on the same deliverable timeframe and cost, at a later time, depending on the priorities and requirements emanating from the projects.
4 PAYMENT
The payment shall be done upon completion of each session and acceptance of the Delivery Acceptance Sheet (DAS) (Annex C) including the EBA Receipt number by the Purchaser.
6 PERIOD OF PERFORMANCE
The Technical support services for NCOPare to start as soon as possible, but not later than 18th of October 2022 through 31st December 2022 with a one-year Option: 1st January 2023 to 31st December 2023.
Unavailability periods must be agreed by NCI Agency POC.
7 ON-SITE SERVICES
Services will be delivered at any NCI Agency locations, NATO military sites or exercises, and off-site as directed by the NCI Agency POC, as indicated in services table under the TASKS section.
A valid security clearance up to NATO Secret is required to work on NCI Agency premises or other NATO sites and to access classified networks up to SECRET level.
Requirements
5 SPECIFIC REQUIREMENTS
5.1 Qualifications Required
- The candidate must have a currently active NATO SECRET security clearance.
- The proposed Technical support services for NCOP candidate will hold a university degree at a nationally recognised/certified University in the related discipline (technical subject with substantial Information Technology (IT) or Computer Sciences subjects). A Master of Science Degree is recommended.
- Exceptionally, the lack of a university degree may be compensated by the demonstration of extensive abilities, civilian/military qualifications or experience of interest to NCI Agency.
The proposed Technical support services for NCOPcandidate will demonstrate, as a minimum, 24 months (within the last 3 years) relevant experience in supporting Functional Services with a background in System engineering and demonstrable experience in:
- Installation of a complex NATO Functional Services (such as NCOP)
- System and Web-based applications troubleshooting and fault analysis,
- Service Oriented Architecture and associated tools (e.g. SOAP UI, Fiddler),
- Software testing and other Quality Assurance activities in the software engineering domain,
- Creating and reviewing system documentation and status reports,
- Experience supporting NATO FASes especially NCOP and iGeoSIT (MCCIS, LC2IS, AirC2IS, ICC or NIRIS is secondary),
- Knowledge on Open Geospatial Consortium (OGC) standards,
- Experience in Network communications and protocols including Windows, TCP/IP and DNS.
- Ability to work independently and manage multiple tasks simultaneously.
- Good interpersonal and communication skills, proactivity and strong sense of team work,
- Working as part of a technical support team
- Ability to communicate effectively, orally and in writing: Work both oral and written in the post and in the Agency as a whole is conducted in English. Fluency in English: 3333 (Listening, speaking, reading and writing)
