The work schedule for this position is Full Time (38 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties
The incumbent of this position serves as a Management/Budget Analyst within FDA’s Europe Office. The incumbent is responsible for anticipating Europe Office’s budgetary and administrative requirements across three duty stations, advising the FDA Europe Office leadership to address present and future office needs, and streamlining the operating procedures and processes.
Management and Administrative Support
Supports the FDA Europe Office USDH staff by drafting communication, making travel and logistical arrangements (E2 authorizations and vouchering, hotels, transport, eCC) and providing technical support. Arranges travel for the FDA Europe Office LES staff (E2 authorizations and vouchering, eCC). Coordinates logistics for TDYs as needed.
Performs office management duties including time and attendance (T&A) for all Europe Office LES, contact database management, purchase orders in ILMS, office supply and equipment inventories, shipping, tracking the office needs (equipment installation and office space maintenance), and acting as the main liaison with the Joint Administrative Services (JAS) Brussels and Amsterdam, and the FDA-OGPS Executive Operations Office.
Manages calendars and schedules meetings/teleconferences internally as well as with EU stakeholders, including meeting room reservation, visitor access requests (VAR) and technical support.
Tracks, approves and facilitates clearance of incoming Electronic Country Clearances (eCC) submitted at Department of Health and Human Services (HHS) level (incl. HHS agencies) .
May contribute to facilities and security management tasks (e.g., act as Alternate Floor Warden and provide related safety and security support).
Provides operational Support and Project and Event Management Support.
Financial Management
The incumbent acts as point person for FDA Europe Office financial management activities including the formulation of the budget with inputs from all three duty stations, forecasting, and preparation of monthly, quarterly and yearly financial reporting. Works closely with Financial Management Officers in Brussels and Amsterdam as well as with FDA Office of Global Operations and Policy Financial Management Team (OGPS-FMT) to prepare spend plans and financial reports.
Participates in ICASS committee meetings and processes to ensure FDA is playing its part in interagency finance and planning discussions at Post.
Reviews submissions of travel, supplies, representation and other expenses and verifies availability of funds.
Tracks monthly budget updates, funding needs and fund cables and coordinates with FMC Brussels and FMC Amsterdam for the COAST reports, obligations, expenditures and for the submission of funding requests. Coordinates with OGPS-FMT for UFMS reconciliations.
Qualifications and Evaluations
EXPERIENCE: Minimum 3 years of experience in finance, accounting, and/or USG budgeting processes.
JOB KNOWLEDGE: Must be able to understand and operate the intermediate functions of a personal computer in a business office environment, namely Microsoft Office programs and SharePoint. Knowledge of finance, accounting and/or government budgeting processes.
Completion of secondary school required.
LANGUAGE: Fluency in English. Fluency in French or Dutch. This may be tested.
SKILLS AND ABILITIES: Ability to work accurately, in an organized fashion and with a minimum of supervision. Good typing skills required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
