1. SUMMARY
The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS.
The Intelligence Production Unit (IPU) is a joint civilian and military personnel unit, which is responsible to deliver strategic intelligence-based analysis to support the North Atlantic Council (NAC) and the Military Committee (MC) decision making on strategic issues of concern. The IPU produces a range of planned and tasked intelligence products, in support of senior civilian and military decision makers at NATO, with intelligence based analysis addressing identified subjects, including, but not restricted to, on regional issues in Eurasia, Africa and the Middle East, and on transnational issues such as hybrid warfare, terrorism, cyber threats, instability, weapons of mass destruction and energy security.
Within the IPU, the Central Support Office (CSO) manages the flow of information into and out of the IPU, including military and civilian taskings, managing intelligence requirements, facilitating planned and ad hoc intelligence production, knowledge management and administrative duties as needed.
The post of Assistant, Intelligence Production is an integral part of the Intelligence Requirements Management (IRM) function within the CSO. The incumbent will primarily be responsible for assisting the daily work of the Unit and for Information Management within the IPU, including but not limited to, archival, search and retrieval of intelligence products, meta-data preparation and maintenance of the IPU Dashboard. The assistant will coordinate formatting, editing, staffing of Release Authority and dissemination of all IPU intelligence products. S/he will also be required to support the provision of statistics and assessments of IRs, RFIs, national contributions and IPU outputs, including analysis of customer and stakeholder feedback.

In addition, the Assistant, Intelligence Production will support the Intelligence Requirements (IR) Coordinator and RFI and Contribution Coordinator. Finally, the Assistant, Intelligence Production will also need to support the senior Assistant to the IPU Director in delivering administrative support to the IPU.

The incumbent will work closely with head CSO and IRM Manager to support the intelligence production cycle and provide support to the Director IPU as needed. This role requires a key sense of tact, discretion and compliance with intelligence handling.

The incumbent will perform any other related duty as assigned.
The work is performed in a Normal NATO office-working environment. Normal working conditions apply. The risk of injury is as NO risk categorized.


2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL

The incumbent must:

  • have a good general education at least to higher secondary level;
  • have at least 4 years of previous experience in administration or information support functions;
  • be highly competent in the use of computer software packages, and collaborative work tools, in particular the Microsoft Office suite or similar, SharePoint and video teleconferencing software;
  • have the ability to draft clearly, concisely and professionally in English;
  • possess the following minimum levels of NATO’s official languages: (English/French): V (“Advanced”) in one; and II (“Elementary”) in the other;
  • be prepared to work outside normal office hours at short notice.

DESIRABLE
The following would be considered an advantage:

  • previous experience in an Allied military or civilian, intelligence or security environment or organisation;
  • a higher level of education degree;
  • knowledge of the processes and procedures of both the civilian and military systems at NATO Headquarters;
  • understanding and experience of the NATO Battlefield Intelligence Communications System (BICES) and INTEL-FS application;
  • knowledge of and experience in graphics-support related software.

3. MAIN ACCOUNTABILITIES

Information Management
Support the efficient dissemination of information – to include intelligence contributions, products, and coordinating instructions into and out of the IPU. This will include database searches to answer NATO Intelligence Requirements and/or support analytical production. The Assistant, Intelligence Production will also be responsible for managing the flow, classification, archival, storage, retrieval, handling and dissemination of intelligence data within the unit. Securely handle and process electronic files (media control, data extraction, network transfers, etc.). Administer classified files. Process documents and correspondences in accordance with NATO procedures and guidance in a timely and efficient manner.

Knowledge Management
Carry out intelligence data collection, classification, storage and retrieval. Develop well-structured electronic filing systems, paying close attention to the sensitivity of data, permissions and access. Be familiar with Standard Operating Procedures. Maintain databases and conduct research as required.


Organisational Efficiencies
Contribute to the identification of opportunities for organisation efficiencies within the IPU, in particular, provide constructive suggestions to improve office procedures. Work with the assistants within IPU to enhance intra-Unit cooperation, coordination and communication.

Planning and Execution
Implement work procedures and guidelines related to the NATO Information Management Policy (NIMP) and NATO Security Policy. Implement information life-cycle best practices, in particular those pertaining to organisation, accessibility, storage and protection of classified information. Support planning and execution of IPU activities and programs.

Project Management
Plan, organise and execute projects and events under the direction and guidance of IPU leadership, within own area of expertise.

Stakeholder Management
Build and maintain a network of key contacts across Intelligence Support and administrative staff within the JISD and SHAPE J2. Develop relations with administrative staff of the other divisions and key offices within NATO HQ. Maintain all lists of internal and external contacts.
Perform any other related duty as assigned.

4. REPORTING LINE AND INTERRELATIONSHIPS
The incumbent reports to the CSO Intelligence Requirements Coordinator and interacts with staff across the JISD and other NATO bodies, as required.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.
Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
