OPEN TO NATO INTERNATIONAL CIVILIAN STAFF ONLY

1. SUMMARY

Budget, Planning and Analysis (BPA) Section, within Executive Management Division, analyses, proposes for approval and facilitates the discussion of the Civil Budget. It also monitors the execution of the Civil Budget, in conjunction with the International Staff Office of Financial Control. The Civil Budget operates in an Objective-Based Budgeting (OBB) framework comprising the Medium Term Financial Plan, annual Budget Estimates and Operational Performance Measurement.

Under the general direction of the Head of BPA, the Officer, Budget will lead compiling, analysing, preparing and reporting tasks of the Civil Budget and other smaller related budgets. S/he will support the costing of the International Staff administrative and support services, and establish and keep up-to-date a broad budgetary, financial and documentary database for informational, statistical and analytical purposes. The Officer, Budget will build and maintain constructive customer relations with the full scope of parties involved in budgetary and financial management of the Civil Budget. S/he will show initiative and will integrate and contribute to the constructive and positive team spirit of the Section.

2. QUALIFICATIONS

AND

EXPERIENCE

ESSENTIAL

The incumbent must:
have an economic, accounting, public or business administration degree from a recognised university;

have at least six years of experience in budgeting;

be conversant with modern budget and accounting methods, including Enterprise Resource Planning (ERP) systems;

have a good knowledge of various types of budgets and of financial control procedures;

have a knowledge of budget planning;

have knowledge and/or experience in data management;

have knowledge and/or experience with an OBB methodology;

have experience in the establishment of medium and long term forecasts and plans, including strategic planning;

possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other; and,

DESIRABLE

The following would be considered an advantage:
budgetary experience in the public sector or in an International Organisation;

knowledge of and/or experience in International Public Sector Accounting Standards.

MAIN

ACCOUNTABILITIES

Financial Management

Analyse and prepare requests for reimbursements of operating costs and administrative support. Deal with requests from customers on a daily basis and work out effective solutions to financial and budgetary issues.

Project Management

Integrate budgetary and financial processes in the ERP system and take into account financial management of International Staff services in the NATO Headquarters. Apply internal cost and budgetary controls and participate actively in the development of the ERP system.

Planning and Execution

Organise and handle all aspects of the day-to-day BPA work. Replace and represent the Head of BPA as required in his/her absence.

Organisational Efficiencies

Develop and utilise a reporting mechanism to provide support to Divisions and Independent Offices in terms of planning, execution and decision-making. Improve and further develop the implementation of the OBB framework and the ERP system. Initiate and develop processes and procedures to improve the existing methodology, and extend them to other services provided by the International Staff to third parties.

Knowledge Management

Screen, analyse and consolidate budget proposals and information received from Divisions and Independent Offices. Initiate and write up financial and budgetary documents in a complete, accurate, structured, clear and transparent way.

Information Management

Collaborate with the International Staff Divisions and Independent Offices to keep up-to-date documentation for reference purposes and statistical/financial analysis. Contribute to the development and maintenance of budgetary, financial and personnel databases and applications required for BPA’s business development, in particular those related with the OBB framework and the ERP system.

Expertise Development

Examine in detail with the requesting services, their budgetary requests and proposals for expenditures in relation to the achievement of their mission. Represent the Assistant Secretary General for Executive Management in the Contract Awards Committee. Participate in medium and long term planning and decision-making. Initiate and carry out specific studies on trends of expenditures and their financial implications for the budget and establish planning scenarios and medium and long term strategic forecasting models.

Stakeholder Management

Build and maintain a close relationship with members of the Budget Committee by providing information and clarification, contributing to building trust. Maintain regular contacts with the Office of the Financial Control concerning all budgetary and financial matters of the Civil Budget. Maintain close relationships with partner nations and other NATO Bodies and provide support and services in budgetary and financial matters.

Policy Development

Contribute to policy development in the budgetary and finance domains, including reviews of the NATO Financial Regulations and Financial Rules and Procedures.

People Management

Supervise and direct the work of other team members, as needed.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent reports to the Head of BPA as a member of a small team. S/he will participate as a supporting staff member in Budget Committee meetings and in various ad hoc Committees and working groups dealing with financial or budgetary matters. S/he will liaise with all International Staff services, senior management and leadership, with national delegations, partner nations and other NATO Bodies as required.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
