DESCRIPTION OF TASKS:

The person who will fill in the position will need to work inside a team composed of different profiles, with an internal development team and with business user groups, so we need a good communicator/negotiator. The main related tasks to this position are the following:

  • Process, business and functional analysis;
  • Decompose high-level requirements into functional requirements specified in an appropriate level of details suitable for use by development and architecture teams;
  • Manage requirement traceability and changes;
  • Prepare documentation requires for the functional process;
  • Risk analysis;
  • Technical interface between the project leader, the application architects and the developers. Assist them for the technical specifications;
  • Provide assistance or support in the resolution of production issues;
  • Perform configuration into tools and applications that are part of existing solution;
  • Assistance in Vision documents.

REQUIRED SKILLS:

  • Excellent experience with elicit requirements from requirements workshop, interviews, document analysis, business workflow, business process description and/or high-level business analysis.
  • Experienced in business/functional analysis and gathering user requirements, business requirements, business rules, functional and non-functional requirements.
  • Experienced in writing qualitative functional analysis, using natural language, simply, clearly, unambiguously. In addition, documentation have to include UML diagrams, Use Cases, prototypes, scenarios, Entity Relationship Diagram, BPM, etc.
  • Analytical and critical skills to grasp large organization administrative business processes.
  • In depth knowledge of information systems matters.
  • Experienced in Data analysis and data modelling.
  • Quick adaptation to work with in-house tools/applications for configuration of the functional analysis results that could conclude in a new configuration or modifying an existing one.
  • In-depth knowledge of business analysis and modelling tools - Jira, Balsamiq, Enterprise Architect.
  • Ability to give high-level presentations.
  • Ability to participate in multi-lingual meetings.
  • Capability of integration in an international/multi-cultural environment, rapid selfstarting capability, experience in team working and good communication skills.
  • Fluency in English (written and orally).

PREFERED SKILLS:

  • Knowledge of Service Oriented Architecture (SOA).
  • Knowledge of Agile software development methodologies.
  • Experience in XML and XSD technologies, is an asset.
  • Knowledge of the Commission systems as ABAC, jAgate or ERIS, is an asset.
  • Knowledge of the Commission procedures (in particular within the Procurement
  • Management domain) is an asset.
  • The necessary experience and technical skills to perform the service are related to:
  • Experienced with: Enterprise Architect, Jira, Balsamiq.
  • Experienced with: workflows technology (BPMN).
  • Experienced with Oracle DB.
  • Experienced UML Modelling.
  • Experienced with JEE and XML technologies.
  • Good knowledge of Agile Methodology.

WORKENVIRONMENT /WORKPLACE:

The tasks shall be performed on the Commission premises in Brussels.

The infrastructure will be provided by the Commission.

Subject to the agreement of the Commission, the service provider might be authorised to perform the tasks remotely (teleworking) up to 2 days per week in close vicinity to the Commission premises in Brussels.

The line manager will assess whether the service provider is at a distance compatible with the tasks, based on the needs of the service.

In view of the nature of the work, the close collaboration with the team leaders is required during the induction period when the service provider is trained and closely supervised.

CONFIDENTIALITY AND SECURITY:

The Commission draws the contractor’s attention to the contractual provisions on confidentiality.

The Commission reserves the right:

  • To proceed to security screenings of any individuals proposed, prior to the signature of any specific contract;
  • To require any individual to attend security briefings or training, and/or to sign a security statement, after the signature of a specific contract.
