Summary:

The work schedule for this position is Full Time (38 hours per week)


Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties



Jobholder provides a wide range of HR support in the fields of


a) Civil Service Retirement. Assists former Embassy employees and their family members with U.S. pension entitlements and works with the Office of Personnel Management (OPM) in Washington to resolve issues and answer questions.


b) Administration. Follow-ups and coordinates train pass requests and other compensation and benefit related administration regarding medical examinations, follows up with employee and coordinates planning of in-service and regular medical examinations for subject employees. Organizes regular visits of the labor physician to the work premises for control of general safety and hygiene. Audits invoices from the medical service and arranges for payment. Process all types of LE Staff personnel actions (OPS and Access) for transfers, changes in work schedule, changes in hours, etc. Issue contract amendment letters in support of actions for signature by the employee. Ensure that all back-up documentation is present, complete and consistent with the HR database.


c) Merit Based Compensation (MBC). Assists the MBC Coordinator. Provides assistance for the assigned performance pools in collecting end of year reports. Reviews documents for completeness and correctness. Follows up with supervisors about delinquent or incorrect reports. Gathers information and performs calculations of MBC rewards. Reviews each step to ensure process integrity and veracity of all MBC rewards. Double checks calculations and computes new salaries resulting from the MBC cycle on a yearly basis.


d) Principal Officer’s Official Residence Employee Management. Is the sole HR service provider for the official residences at Tri-Mission Brussels.


e) Assist with various HR administration upon request.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum three years of previous administrative work experience, with focus on customer service or any Human Resources discipline is required.


JOB KNOWLEDGE: Ability to quickly become knowledgeable about the Tri-Mission’s (bilateral Embassy, U.S. Mission to the EU, U.S. Mission to NATO) organizational structure, functions, and agencies as well as the processing/administration of the various components of the position. Must be able to quickly familiarize with all HR systems and applications used within the office. Must develop a good knowledge of the Merit Based Compensation program.

Education Requirements:

Two years full-time college or university studies.

Evaluations:

LANGUAGE: Fluency in English; fluency in French or Dutch with a good working knowledge of the other language. This may be tested.


SKILLS AND ABILITIES: Excellent computer skills. Mathematical aptitude, accuracy, and thoroughness administration details. Exceptional time-management skills, Well-developed written and oral communication skills. Tact, diplomacy and strong communication skills. Very good customer service skills. Must have an analytical mind.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
