The Joint Intelligence and Security Division (JISD), under the leadership of the Assistant Secretary General for Intelligence and Security (ASG I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security.
The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council and the Military Committee, for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address: intelligence analysis and production, as well as intelligence policy, plans and strategy.
The joint civilian and military Strategy and Policy Unit (SPU) within JISD is responsible for the development, coordination and implementation of intelligence strategy, policy and plans.
Under the direction of the Head of the Strategy and Policy Unit, the incumbent will contribute to the development and coherent implementation of relevant Intelligence policies and projects. The incumbent will be assigned a number of portfolios for which s/he will be responsible. These responsibilities may change over time, given the evolving needs and priorities of the team.
The main functions of the Officer will include:
- acting as focal point within the NATO Intelligence Enterprise (which includes intelligence elements within the NATO Command Structure) for the portfolios under her/his responsibility;
- Create and implement organizational objectives for the NATO Intelligence Systems Architecture, with the consensus of the stakeholders;
- Monitor the management of the NATO Intelligence Systems Architecture by SHAPE to ensure alignment to organizational objectives;
- conducting research in improving NATO Intelligence Enterprise’s (NIE) technical operations;
- providing NISA processing guidance.
- evaluating internal functions, NATO Intelligence Systems Architecture development strategies, and IT processes and suggesting improvements.
- formulating policy proposals, analyses and reports as well as drafting briefing materials for senior NATO officials;
- managing relevant projects related to the portfolios under her/his responsibility;
- collaborating with, and liaising between, relevant stakeholders within the NATO Intelligence Enterprise, Allied countries and other relevant entities;
- supporting the work of NATO Committees and other decision-making bodies.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
• possess a university degree, preferably in the field of information technology, international relations, intelligence studies, political science, or another relevant discipline;
- have at least 3 years’ experience working on intelligence/foreign/security/defence/ affairs for an International Organisation or national administration;
- be familiar with strategic issues and challenges facing the Alliance and NATO’s geopolitical environment;
- have experience in project management, liaising between various civilian and military stakeholders and entities, and facilitating cross-team collaboration;
- demonstrate leadership, commitment to teamwork and interest in working in a fast-paced multi-national environment;
- have excellent interpersonal and communication skills (both written and oral);
- experience in delivering briefings to senior officials, and drafting reports for various audiences;
- have good analytical skills and eye for detail;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
DESIRABLE
• a good understanding of NATO policies and procedures;
- a good knowledge of the civil and military structure of the Alliance, particularly the responsibilities and roles of the NATO civil and military bodies which are part of the NATO Intelligence Enterprise;
- prior experience related to Intelligence policies and capability development;
- experience with the nexus between policy and technology;
- experience in modeling and graphic representations.
3. MAIN ACCOUNTABILITIES
Policy Development
Contribute to and facilitate the development of NATO Intelligence plans/concepts, procedures and policies by providing subject-matter expertise to Nations and senior officials. In particular, supporting the current strategy for the NATO Intelligence Enterprise and the development of the next strategy expected for completion by the end of 2024.
Project Management
Support and lead projects and horizontal initiatives to improve efficiency and interoperability of the NATO Intelligence Enterprise. Partner with other sections of JISD, other international and military staff, and the NATO Command Structure in order to develop, support and implement planned programmes in a way that best meets the needs of the Alliance and its partners. In particular, development of the NATO Intelligence Systems Architecture, in support of the NATO Intelligence Enterprise and considering the needs of the NATO Intelligence Community.
Stakeholder Management
Establish and maintain close working relations with the NATO Intelligence Enterprise, national Delegations to NATO, including Partner missions, as well as with national officials in capitals, and with intelligence systems stakeholders such as the “Battlefield Information Collection and Exploitation Systems” (BICES), the “NATO Information and Communication Agency” (NCIA), and security related systems managers.
Expertise Development
Gain and maintain organisational expertise for assigned portfolios and provide policy advice to senior management. Monitor and analyse new developments within portfolios under the SPU’s purview and inform colleagues, senior management and other relevant entities as necessary.
Knowledge Management
Filter and store relevant data and documents, ensuring quality control. Updating internal NATO platforms used for coordinating Intelligence policies and capability development.
Representation of the Organization
Represent, as appropriate, the Alliance at conferences, workshops or seminars related to the SPU’s area of competence. Help enhance NATO’s public diplomacy and information efforts on these issues.
4. INTERRELATIONSHIPS
The incumbent reports to the Head of the Strategy and Policy Unit (SPU). S/he will work in close coordination with other Sections within the Division, as well as with other Divisions in the International Staff, with the NATO Military Authorities, with national Delegations as well as Alliance capitals, and other NATO Agencies. S/he will also maintain good working relations in his/her field of competence with other relevant stakeholders, including from other International Organisations.
